My dear Wilson:

The master stroke of your speech or message to Con-
gress related to the Bolsheviki, and I heartily congratulate
you and the world. When, some months ago you made the distinc-
tion between the German Government and the German People, I
thought it was politic, but meticulous. It did not take long
to realize that even if the distinction then did not exist in
fact, it would have to be made a fact sooner or later, for I
am convinced that is not in esse it is in pesse.

Lloyd George and our friends are a little too close
to Russia to realize that it is both politics and truth to
strike through and past the Bolsheviki phase of the Russian
Revolution, and carry hope and inspiration to the real Russian
people, - and you have done it.

You never will know how much literature I have pre-
vented getting to you, for I have not hesitated to fill the
office of censor. It occurs to me, however, that among recent
letters that my indefatigable and patriotic Polish friend, Gen-
eral Sosnowski, has written, it may be worth your while to
peruse the enclosure. I am quite sure that his view of the
Bolsheviki is yours. It is senseless to pronounce an anathema
