Memorandum for the President:

Senator Owen telephoned that Senator
Stone, Senator Calder, Senator Borah and him-
self, Mr. Flood, Chairman of the Foreign Af-
fairs Committee, and Mr. Cooper, leading
Republican on that Committee, have been work-
ing on a proposition in regard to Russia and
wish to have an opportunity to talk with the
President about it. Senator Owen said that
he regarded this as most impertant and hoped
the President could fix an early hour when
he could see them.
