President Wilson,
White House.

My dear Mr. President:-

William Allen White, of
Emporia, has gained the impression that
a new commission is to be sent to Russia
and he would like to go as a member
The desire comes from an impulse which has
under-lying it faith in the ultimate thing
in Russia and a deep response to your own
peace terms. Mr. White writes me that,
in his opinion, the best thing in your
peace terms is your consideration of Russia
and the Russian views and rights in the
matter. Of course I know nothing about the
Russian Commission but in event it is created
I would like you to consider Mr. White.
