the development of the enormous national resources of Russia.
Russia went through the different stages culminating at present
in Bolshevikism much faster than, for instance, France, and
there lies my hope of a much quicker return to national sanity.
If I am not mistaken in my evaluation of the present movement
the intellectual forces in Russia will soon come back and become
the dominant factor in the life of the Russian people. Russia
will soon enter upon an era of tremendous constructive activity
along agricultural, technical, and educational lines. There is
even now a plan for compulsory education. The few Russian uni-
versities will prove entirely inadequate to meet the demand of
180 million people. There will be need for many agricultural,
engineering, and other technical schools, and here the United
States, with complete sincerity, can aid Russia in equipping
itself intellectually and technically. Germany would be eager
to take up the tutelage of Russia in this field, and in this
way exert its influence over the Russian intellectual forces.
It would be very unfortunate if the United States, which has
more in common with Russia than any European country as far as
the physical conditions of the two countries are concerned--
the enormous natural resources, the similarity of the agricul-
tural and engineering problems, irrigation, reclaration, for-
ests, waterways, railroads -- should miss this opportunity for
establishing an "intellectual alliance" between itself and the
great Russian Republic of the future.
