The enormous educational problem which will soon con-
front Russia will doubtless demand a most complete utilization
of all available cultural and educational means and agencies. In
order that Russia may speedily multiply the educational facilities
accessible to her people, she will have to draw upon foreign coun-
tries for methods as well as for personnel. Of all countries which
may be considered in this connection, the United States doubtless
occupies the first place, and this for the following reasons:

1. The instructional staff of the Anerican educational insti-
tutions, the student body, as well as the population of the cities
wherein these institutions are located, each contain a considerable
percentage of Russian emigrants who are familiar with the Russian
language. Thus the students who will have come to the United
States for their education will be able to obtain help and direc-
tion in their own tongue from many of their teachers, fellows, as
well as from the towns people with whom they will come in daily
contact.

2. Many of the teaching personnel of Anerican schools and uni-
versities, who are emigrants from Russis or children of emigrants
from Russia and who have received their training in the United
States, have lost neither the command of the Russian language nor
a spiritual connection with the Russian civilization. A large num-
ber of them - university instructors, librarians, young scientists -
would welcome the opportunity of returning to Russia and of apply-
ing their knowledge and experience to the spread of education there.

3. The United States is especially rich in educational institu-
tions particularly adapted to the needs of the Russian students.
