4. Owing to the heterogencity of the American population and
to the fact that the American people are accustomed to meeting
and dealing with foreigners, no antagonism exists between the
native and immigrant elements. Consequently, the Russian students
will not feel in a position of outcasts tolerated out of the senti-
ment of charity - as they have doubtless felt in recent years in
German universities, partly also in Swiss and even in French
universities.

5. The system of instruction in vogue in the American schools
is particularly adapted to the ethnographic, sectional, and
economic needs of the country, which quite resemble the needs of
Russia, but differ vastly from those of Western Europe.

The agricultural charecter of the country, its enormous
distances, the urgent need of means of communication and transpor-
tation, the vast naturel resources demanding exploitation, the ever
arising new and rapidly growing cities, the need of a primary edu-
cational systen to cope with large, rapidly growing numbers of
children of school age, --children of uneducated and frequently
illiterate parents - predominance in industry of gigantic estab-
lishments, etc., - all these call in an equal measure in Russia and
in the United States for a training as specialized as possible, for
condensed courses and varied curricula, for a broad and intensive
teaching of agriculture, forestry, etc., just as they call for a
popularization of high and technical education by means of numerous
accessible libraries, "extension division" lectures, experiment
stations, exhibitions, muscums, etc. In consequence of such a
striking resemblance between the needs of the United States and of
