Russia, America’s highly developed system and experience in
meeting these needs may serve as a rich source for the study of
the best organization of Russia's educational work. The United
States is exceptionally fitted to furnish Russia with cultural
educational forces and to train in its educational institutions
the future workers in the cause of education in Russia.

In order to bring about such an intellectual alliance,
it will be necessary to secure the assistance of both Governments
and universities here and in Russia. The following plan is tenta-
tively suggested as a means of bringing about this alliance;

1. The Russian Government should recognize the degrees given
by American universities and colleges. This is essential if our
graduates are to be instructors and professors in the Russian
universities.

2. The Russian Department of Public Instruction shall es-
tablish in the United States a special bureau, at the head of
which shall be placed a representative of the department, on an
equal footing with the similar representatives of the departments
of commerce and industry, of agriculture, of war, etc. In other
words an educational attache of the Russian Embassy in the United
States.

3. The work of this bureau in the United States shall
consist:

a. in engaging American instructors for Russian schools
and universities.

b. in facilitating the enrollment of Russian students in
American schools and universities.
