To attain the first object the following shall be
done:

Through correspondence with the different educational
institutions and by means of advertisements in newspapers a list
shall be made up of persons desiring to accept teaching positions
in Russia. The fitness of the applicants shall be further in-
vestigated through correspondence or oral interviews with their
teachers, colleagues, etc., so that finally a list of well
qualified candidates will be had. Among the necessary quali-
fications should be: A command of the Russian language verified
by the bureau, a requisite amount of teaching experience certified
as to quality and quantity from competent sources, and a readiness
to live amid the conditions of Russian provincial life. Engage-
ments of university professors and of scientific investigators
shall not be subject to any general rule of procedure, but shall
be brought about through correspondence between the Council of
Russian Universities with American universities and the candi-
dates proper. In such cases the work of the bureau of the
Ministry of Public Instruction will be merely that of making
preliminary investigations as the agent of the Council of Russian
universities.

The list of qualified candidates shall be forwarded to
the Ministry. Having decided upon the terms to be offered to each
category of candidates, the Ministry shall announce the approxi-
mate number of vacancies. The Bureau will then complete negotia-
tions with the candidates.
