made to obligate themselves over their signature to place them-
selves under the order of the Bureau with reference to the posts
to which they will be assigned.

The second part of the plan shall be carried out as
follows:

1. The members of the Bureau shall try to ascertain through
correspondence and interviews with American university authorities
the following: the attitude towards the entrance of considerable
number of Russian students, the number of vacancies, the average
cost of living in the respective university towns, and the other
conditions of life, and finally the degree of requisite prepara-
tion. The latter data may be secured by means of inquiries
from professors and students as well as by visits to classrooms.

2. The Bureau shall organize in New York and in other
terminal points English classes for beginners, and shall negotiate
agreements with the American schools that graduation from their
classes shall be considered adequate for entrance.

3. The Bureau shall make a detailed investigation of the
American educationel system with especial reference to traveling
libraries, systems of extension courses, and extension lectures.

4. The Bureau shall rake a detailed report of its in-
vestigation to the Ministry at Petrograd.

5. While conducting its investigations the Bureau shall
enter into intimatae relations with the administrative authorities
and teaching personnel of the universities to the end of attaining
their cooperation.
