6. The Bureau shall encourage private initiative in the
matter of establishing boarding houses for Russian students.

7. The Bureau shall encourage the organization of co-
operative boarding and rooming houses by Russian students.

8. The Bureau shall endeavor to obtain special low rates
from steamship and railway companies for the transportation of
large numbers of Russian students.

9. The Bureau shall ascertain the average total cost
per student, including transportation.

In its activity the Bureau shall endeavor to benefit
by the advice and aid of existing agencies to bring about close
relations between Russia and America.

As a result of the work of the Bureau the Ministry
will have reliable information for dissemination among Russians
desirous to continue their education in the United States, as
well as to enable it to arrive at decisions with reference to
granting scholarships to promising students.

Similarly, at the Anerican Embassy in Russia there
should be attached an educational attache who would be the head
of a bureau for the dissemination of information among Russian
scientists and prospective students regarding the American
scientific institutions and scientific literature. If such an
attache is inadvisable, a bureau should possible be maintained
by private institutions such as the Carnegie Endowment for Inter-
national Peace or Carnegie Institution of Washington. The object
