of this bureau of scientific infornation should be to acquaint
the Russian engineers and agriculturist with the facilities
for scientific work in America, facilitating interchange of
views between Russian and American scientific workers, aiding
in exchange of professors, in translating certain scientific
publications of informational character, and in general acting
as a representative of the RussianAmerican universities and scientific
associations in Russia.

The creation of such bureaus in this country and in
Russia will be the safest and surest means of creating an inti-
mate spiritual union and later an industrial union between the
two greatest republics. The practical wisdom of such an alliance
is fully illustrated in the case of Japan and China. Whatever
good feeling Japan has for the United States is not because of
the manufactured goods which we sent to Japan, but because Perry
brought American civilization to Japan and because of the
Japanese girls and boys who were educated in this country.
Similarly we are laying the best foundation for friendship be-
tween this country and China through the educational facilities
provided for Chinese students in this country.
