My dear Friend:

Thank you very warmly for your let-
ter of April fifteenth. It brings a fresh air
of cheer and encouragement which is very gladden-
ing to me.

Unfortunately, we have no "troops" which
we can land at Vladivostok, and the whole state
of sentiment in Russia is so confused and even
problematical that I have found nothing more diffi-
cult than determining what course would be the best
to pursue.
