Sir:
I have the honor to report that a Russian
Legion has recently been formed in France from the
Russian troops who had formerly been fighting on the
French front but which the events in Russis of the
second part of last year had rendered necessary to with-
draw from the line of battle. This Legion, at the time
of going into an attack on April 10. 1916, wrote an ad-
dress to President Wilson, of which Mr. Darius Aton
Davis, of the Young men Christian Association, brought
a translation to the Embassy. In this address, of
