Success achieved in this and many similiar flights as due to his initiative and keenness combined with enthusiasm and very thorough preparations before flight."

On the 16th December 1940 Flying Officer Millen was pilot of a Spitfire fighter which took off to undertake a photographic reconnaissance of Brest at low level. The aircraft failed to return to its base and Flying Officer Millen was classified as missing. Later, information was received from a German source that his body had been washed ashore near Treflez, 20 miles North East of Brest, and he was, in consequence reclassified as missing believed killed. After due time had elapsed his death was officially presumed to have occurred on the 16th December, 1940, as the result of air operations. It was subsequently learned that he had been buried in the churchyard at Treflez.
