Frank Miller was born at Christchurch on the 1st February 1917 and received his secondary education at West Christchurch District High School. He was captain of the school third rugby fifteen and vice-captain of the third cricket eleven. In August, 1932 while still at school he applied for enlistment in the Royal Air Force as an aircraft apprentice and on being accepted embarked on the 25th November to proceed to the United Kingdom.

On arrving in England, late in December, 1932, Flying Officer Miller was instructed to report on the 1st January 1933 to No. 1 School of Technical Training, Halton, Buckinghamshire. On the completion of this training, on the 17th December 1935 he was posted to No. 43 (Fighter) Squadron, Tangmere, Sussex, for techincal duties. In January 1937 he proceeded by sea for Singapore where he served with Nos. 203 and 100 Squadrons, remaining in Singapore until October 1939 when he was posted to Royal Air Force Station Abu Sueir, Egypt. His service in Egypt covered some fifteen months during which time he was stationed at Alexandria and Heliopolis in addition to Abu Sueir. Early in 1942 he applied for aircrew training and on May 1942 he was assigned to South Rhodesia (now Zimbabwe) for training. He was first posted on the 22nd May 1942 to the Initial Training Wing, Hillside, Bulawayo, and his flying training commenced on the 23rd October 1942 when he was posted to No. 28 Elementary Flying Training School, Salisbury. This was followed by his posting on the 17th January 1943 to No. 23 Service Flying Training School, Heany. While here, he was awarded his flying badge. On the conclusion of this stage of his training he was retained at the Service Flying Training School for duty as a staff pilot. This continued until the 7th July 1943 when he attended a flying instructor's course at No. 33 Flying Instructors' School, Norton.
