Robert Moore was born at Mangaweka on the 30th September 1912. He received his secondary education at the New Plymouth Boy's High School, passing the Accountancy Preliminary examination. He was a member of the Wanganui Aero Club and had completed 6 hours dual flying. For a number of years he was employed as a shepherd by his (redacted Mr. R.J. Moore) his father, a sheep farmer of Marton, and was still employed there at the time of applying for enlistment in aircrew, on the 28th April 1941.

Flight Sergeant Moore was enlisted at Hobsonville on the 6th February 1942 and employed there on ground duties until remustered to aircrew, and posted to the Initial Training Wing, Rotorua, on the 29th July, afterwards proceeding to No. 2 Elementary Flying Training School, New Plymouth on the 6th September to commence his flying training. He embarked on the 24th December for Canada to train under the Empire Air Training Scheme.

Shortly after arrival in Canada on the 11th January 1943, he was posted to No. 7 Service Flying Training School, MacLeod, Alberta. His Pilot training was terminated here during May and on the 10th June he was posted to No. 8 Bombing and Gunnery School, Lethbridge, Alberta, thence on the 5th September to No. 2 Air Observers School, Edmonton, Alberta. At this latter School on the 15th October he was awarded the Air Bomber badge and promoted to the rank of Sergeant. While in the United Kingdom on the 15th April 1944 and he was further promoted to Flight Sergeant. Meantime on the 27th October 1943 he had proceeded to No. 1 "Y" Depot, Halifax, Nova Scotia, for embarkation to the United Kingdom.

Flight Sergeant Moore arrived at No. 12 Royal New Zealand Air Force, Personnel Despatch and Reception Centre, Brighton on the 10th November, 1943, and remained there until posting on the 15th February 1944 to No. 8 (Observers) Advanced Flying Unit, Mona, Isle of Angelsey,
