William Moore was born at Dunedin on the 30th March 1922. He received his secondary education at the John McGlashan College, Dunedin, passing the Matriculation examination. He afterwards attended Otago School of Mines, and was still studying there at the time of applying for enlistment in aircrew on the 14th June 1940. At college he played in the 1st XV and 1st XI and later played football for Otago University.

Pilot Officer Moore was enlisted at the Initial Training Wing, Levin, on the 4th May 1941 and proceeded to No. 1 Elementary Flying Training School, Taieri, on the 14th June to commence his flying training, afterwards embarking on the 14th August for Canada to train under the Empire Air Training Scheme.

Shortly after arrival in Canada he was posted on the 2nd September to No. 2 Service Flying Training School, Ottawa, Ontario, where on the 21st November 1941 he was awarded the flying badge and promoted ot the rank of Sergeant. While in the United Kingdom on the 1st April 1943, he was further promoted to Flight Sergeant and commissioned in the rank of Pilot Officer on the 4th October 1943. Meantime, on the 26th November 1941 he had proceeded to No. "Y" Depot, Halifax, Nova Scotia, for embarkation to the United Kingdom.

Pilot Officer Moore arrive at No. 3 Personnel Reception Centre, Bournemouth on the 19th December 1941 and proceeded to No. 5 Personnel Despatch Centre, Padgate, Warrington on the 1st January 1942 for embarkation for overseas. He arrived at the Transit Centre at Kasfareet in the Middle East early in March and served there and at Aboukir and Almaza until embarking on the 22nd October 1942 for return to the United Kingdom, arriving at the Reception Centre at Wilmslow, Lancashire, on December 23rd. On the 29th December he was posted to No. 18 (Pilots) Advanced Flying Unit, Church Lawford, Warwickshire and recommenced his flying training, then to No. 13, Operational Training Unit, Bicester, Oxfordshire, on the 3rd April
