Born in Nelson on the 2nd June, 1921, Frederick Moynihan received his secondary education at Nelson College where he passed the matriculation examination. After leaving school he studied commercial subjects and succeeded in passing the Accountants Professional Examination. The sports in which he too part were pig shooting, deer stalking, yachting and tramping. Joining the Territorial Forces in June 1939 he served in the Nelson Marlborough and West Coast Regiment. When in June, 1940, he applied for war service in the R.N.Z.A.F. he was employed in a clerical capacity with the State Fire Office in Nelson.

Squadron Leader Moynihan was enlisted for aircrew training on the 22nd March, 1941 at the Ground Training School, Levin, and posted on the 4th May to No. 1 Elementary Flying Training School, Taieri, to commence his flying training. This training completed, he proceeded on the 14th June to No. 1 Service Flying Training School, Wigram, and while here on the 6th September he was awarded his flying badge. On the 18th of the following month he was commissioned as a Pilot Officer. Later when overseas on the 1st October, 1943 he was promoted to Flying Officer, further promoted to Flight Lieutenant on the 18th October, 1943, and to Squadron Leader on the 5th June, 1944. Meanwhile, on the 17th November, 1941 he had embarked for the United Kingdom.

The journey was made by way of Canada and Squadron Leader Moynihan arrived in England on the 26th December, 1941 where he was held at No. 3 Personnel Reception Centre, Bournemouth, until posted on the 16th February 1942 to No. 14 (Pilots) Advanced Flying Unit, Ossington, Nottinghamshire. His training here was interrupted on the 5th April, 1942 while he attended an instrument flying course with No. 1523 Beam Approach Training Flight, Little Rissington, Gloucestershire. At the conclusion of this course, on the 13th April he resumed his training with the Advanced Flying Unit. Having completed the advanced flying training on the 23rd June, 1942 he attended a general reconnaissance course at No. 7 Personnel Reception Centre, Harrogate, Yorkshire, and on the 26th August, 1942 he proceeded to No. 5 (Coastal) Operational Training Unit, Turnberry, Ayrshire, Scotland to crew up and complete his training on Hampden Bomber Aircraft.
