Treasury Department Office of the Light-House Board
Washington, 7 June, 1888
Lieut. Uriel Sebree, U.S.N., Inspector 13th L.H. District, Portland, Oreg.
Sir:
Referring to your letter of 3 Jan'y, '88, relating to the establishment of a 1st order coast light-house on the headlands near Newport, at Yaquina Bay, Oreg., I have to inform you that the Board at its session held on 4 June, '88, considered the subject and came to the conclusion that there is at present no necessity for the establishment of a 1st order coast light-house at Yaquina Bay, Oreg., in view of the fact that the 1st order coast light on Yaquina Head, known as Cape Foulweather light is less than four miles north of the entrance to Yaquina Bay; that the channel is very narrow and that no vessels are ever known to attempt the bar at night; and that there is a whistling buoy off the entrance to Yaquina Bay.
Respectfully,
James ??? Major of Engineers, U.S.A. Engineer Secretary

Sir:
Maj.Michler, Engineer of the 13th L.H. District, writes to this office under date of February 19th, that the keeper at Foulweather light-station wants a box stove and that the keeper at New Dungenness wants a cook stove.
When you visit these stations, you are authorized, if you find the stoves necessary (underlined) to furnish them; but you will exercise your own judgement in the matter rather than consult the wishes of the keepers; as the needs (underlined) of the Service rather than the desire of keepers are to be regarded in such matters. Sir:
Your letter of September 20th, relative to your investigation of the charges made against the keeper and assistants at Cape Foulweather Light-Station, has been received.
In reply I have to say that under ordinary circumstances the Board would recommend the dismissal of both the assistants for leaving their station without permission, and that then the principal keeper would be subjected to reprimand for his manner towards the assistants, and he would also have been informed that if he failed to get on with the new assistants better in future, a change
