The following telegram has been this day sent you:

"Sixteen boxes and sixteen pieces Foulweather lantern and three boxes of glass were shipped by Ocean Queen from New York in March last. Bills la(n)ding sent to Williamson. Three boxes containing parts of lantern missing and must be in San Francisco. Let Winship hunt them up, and inform Robert and Board of result. Suspend all payment for freight."

Sir:

Maj.Michler, Engineer of the 13th L.H. District, writes to this office under date of February 19th, that the keeper at Foulweather light-station wants a box stove and that the keeper at New Dungenness wants a cook stove.

When you visit these stations, you are authorized, if you find the stoves necessary (underlined) to furnish them; but you will exercise your own judgement in the matter rather than consult the wishes of the keepers; as the needs (underlined) of the Service rather than the desire of keepers are to be regarded in such matters. will be made at once. It appears from your telegram that the whole number of cases and pieces for Foulweather lantern shipped by General Woodruff were received by you.

Jan 16 From Engineer Secretary Major G.H. Elliot To Major H.M. Robert Corps Engineers With Woodruffs letter to Williamson of April 1st last was sent a list of contents of sixteen boxes and sixteen pieces. All the parts you report as missing were included Telegraph to Michler for the list. You must have made some mistake. If this will delay lighting beyond first of March inform the Board.

Jan. 20 From Engineer Secretary Major G.H. Elliot To Major H.M.Robert Corps Engineers Sir: Please find herewith a bill of lading and a list of contents of the sixteen boxes and sixteen pieces which you report to have received, comprising and containing the lantern for Cape Foulweather Light House. You will see that all the rafters and tie rods were contained in box No. 6. The sixteen lantern posts were contained in boxes 10,11,12 & 13. As these boxes were received it is supposed that there must have been a miscount and that you will find all of the above mentioned pieces. answer your purpose the general supervision of the works to continue in yourself without the necessity of a Superintendent of Construction.

However if you cannot get along without such an employee, the Board will forward your nomination to the Secretary of the Treasury with its approval, when you send the name of the person you desire for the position.

Sixteen boxes in addition to three boxes glass for Foulweather lantern were shipped in March by Ocean Queen. Bills of lading were sent to Williamson. Michler has been directed to have Winship hunt them up and inform you. If necessary go to San Francisco yourself and inform Board of results.

1873 abstract of the bids so obtained will be sent to the Board with your recommendation for awards. Before the boiler are accepted they must be tested by the United States Inspector of Boilers for your (U. S.) District, and his certificate as to their strength, Vc., must be obtained before payment is made on the contract. The whistles, machinery Vc, have been ordered to be sent to you by the Engineer of the First District.

Apr. 7 Cape Foulweather Lantern freight From Engineer Secretary Major G. H. Elliot To Major H. M. Robert Corps Engineers Sir: Referring to your communication of the fourteenth instant relative to the bill for freight on the sixteen (16) cases and sixteen (16) pieces castings of Foulweather Lantern, you are requested to pay the amount as stated in your letter, viz: four hundred and seventeen dollars and twenty nine cents (417. 29/100) It is presumed no damages can be obtained.

Robert Corps Engineers Sir: Herewith please find invoice of duplicates of the parts of Cape Foulweather lantern, which were thrown overboard at sea. Major Michler, Engineer of the Twelfth District has been directed to make such dispositions of the packages as you may request; the freight therefor to be paid by you from the appropriation for Cape Foulweather Light House
