Sir:

Referring to your letter of 31 Dec. '89, relating to Senate bill No. 459, making an appropriation for the purchase of a site and the construction of a light-house on the headlands near Newport in Yaquina Bay, Oregon, you are informed that the Board considered this matter at its session of 3 March, and finds itself unable to recommend the passage of the bill in question.

Referring to the joint report of yourself and the Inspector of the 13th Light-House District dated 29 Jan'y '90, the Board at its session of 3 March '90 ordered that measures be taken to obtain an appropriation for the establishment of harbor lights in Yaquina Bay, Oregon.

In accordance with the terms of your letter of the 14 Oct. 1887, the Board authorizes you to procure the article mentioned below by open purchase. Advertisement and formal contract will be dispensed with, as provided by Sec. 3709??? Revised Statutes, the case being one where immediate delivery or performance is required by the public exigency.

Sir:

Referring to your letter of 11 Jan'y, '88, relating to the establishment of a 1st order coast light-house on the headlands near Newport, at Yaquina Bay, Oreg., I have to inform you that the Board at its session held on 4 June, '88, considered the subject and came to the conclusion that there is at present no necessity for the establishment of a 1st order coast light-house at Yaquina Bay, Oreg., in view of the fact that the 1st order coast light on Yaquina Head, known as Cape Foulweather light is less than four miles north of the entrance to Yaquina Bay; that the channel is very narrow and that no vessels are ever known to attempt the bar at night; and that there is a whistling buoy off the entrance to Yaquina Bay.
