Office of the Light House Engineer Thirteenth District Portland, Oregon July 26, 1873 Sir: I have the honor to make the following Report of Operations for the Month of June, 1873. Yaqunia Bay LH Ogn. Examined land with reference to 20 acres being sufficient for LH purposes. Cape Foulweather Lt Station Ogn. Shipped missing parts of Lantern from San Francisco. Sodded yard where wind was tearing away soil. Made arrangements for re-whitewashing tower. Probable Operations in July. Rewhitewashed Tower. Begin the erection of the Lantern. Point Adams Lt Station, Ogn. In company with Capt. Spotts LH Inspector, selected LH Site. Carefully examined different roads from Steamer landing as Fort Stevens, to proposed LH Site, and made rough plan & estimate for Road over the best route. Advertised for Proposals for Fog Signal Boilers for this station and New Dungeness LH Station, W.T. Cape Flattery Lt. Ho. W.T. Took men and materials to this station and area by completed carpenter work on Tank for Water. Commenced caulking tank. Probable Operations for July. Complete Tank and fill with water from cistern. "C" of which plans and specifications will be sent you, and both it and the fog - signal house will be built by contract. Authority will be asked at once from the Honorable the Secretary of the Treasury for your publication of a notice of the form herewith and you will send and abstract of the bids received for approval to the Board, with your recommendation in regard to the award. A lantern will be sent to you on your requisition, and it should include all the lanterns which will be required in your District under existing appropriations. A twelve inch (12") steam for whistle, with everything connected therewith has been ordered to be made by the Engineer of the First District and sent to you. A syren is not considered as desirable at Point Adams, on account of the drifting sand and its liability to get out of order. Application should be made at once to the State authorities (if the land has passed out of the control of the Government) for sufficient land, extending southward from the Military reservation, to cover the proposed site. If the land is yet under the control of the General Land Office, immediate application should be made to the Board by you (telegraph) for its reservation from sale by his Excellency, the President.

Sir: You are requested to telegraph to the Board the date at which the Light at Cape Foulweather can be lighted as soon as you can determine the

Sir: The Board at its last meeting directed that the District officers report as to the expediency of discontinuing the light at Yaquina, Oregon. Your views concerning the proposition are requested for the information and action of the Board.

Sir: I enclose for your information a copy of a letter from the Honorable the Secretary of War, approving the application of the Board for permission to build a road through Fort Stevens Military reservation to Point Adams, and to state that no action in the premises should be taken until further advice.

Nov. 26.

Sir: Herewith please find extracts from Inspection Reports of Light House Stations in your District. Your attention is called to them, and you are requested to make, without delay, such repairs in each case as may be necessary, and especially

that an outage on any one of these buoys created a difficult situation and also because the necessity for an emergency blackout seemed extremely doubtful, this action seemed practicable. At the same time, it was requested that Headquarters postpone indefinitely the installation of the ANRAC equipment on buoys at the entrance of Willapa Bay and Grays Harbor as the equipment had not yet been placed on the buoys due to delay in installing the related control equipment on shore. This action, to remove ANRAC from Columbia River, Grays Harbor and Willapa Bay, was approved but the request for the installation of ANRAC on the five fog signals was not. Authority was granted, however, to equip Browns Point Light Station, newar Tacoma, Washington, as a control point for fog signals at Tacoma Waterway, Alki Point, near Seattle, Washington, as control station for Duwamish Head Fog Signal, Point No Point, Hansville, Washington, as control station for Double Bluff Lighted Trumpet Buoy and Point Adams, Hammond, Oregon, as control station for Desdemona Sands Fog Signal. A form No. 2609 for the installation at Duwamish Head was forwarded to Headquarters. No further action was taken by the District Coast Guard Officer on other points approved by Headquarters.
