651 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 16th 1888 Petitionfo Nellis Willliams for permission to repair and alter house situated between South Third and South Fourth Streets and Mill & Washington Streets read and on motion rejected. 655 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 16 1888 the section as published is said laws provided that such vote may be had only at a "general election" and whereas it thus appears that no authority exists for holding the said "special election" in virtue of said section 12 of the Charter of the City of Seattle. now Therefore it is hereby ordered that the call for such special election to be held on the 19th day of November 188 aforesaid be and is hereby rescinded and annulled, and that no further proceedings be had thereunder. Robert Moran Mayor Dated Seattle Nov 15 1888 After a thorough investigation of the law touching this whole matter by competent legal advisors. I am informed that no other legal objections can be raised to an election by the people on the question of teh issueance of Bonds by the City for thepurpose of erecting water works and I would therefore recommend that the question be decided at the general election in July next. Respectfully Robert Moran mayor. On motion of Councilman McDonald the communication of the Mayor is ordered filed and it is declared the sense of the Council that the question if issuance of Bonds by the City for the purpose of erecting Water Works by submitted to the voters of this City at the General City Election to be held on the second Monday in July AD 1889 Committee Reports Received. From Committee on Fire and Water granting petition of Wm Becker for permission to put new front in building on Washington Street so far as to permit petitioner to put in new front window, by the add nothing else to the building. The City Attorney submits a memorial of the Common Council of the City of Seattle praying that the Government of the United States admit the Territory of Washington to the sisterhood of states. It is ordered that the Clerk forward one copy each to the Clerk of the Senate and Clerk of the House of Representatives of the United States at Washington DC.
