665 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 23 1888 Ordered that the Plat of Summit Park Addition to the City of Seattle be referred to the City Surveyor & City Attorney. Ordered that the Plat of Cable Line addition to the City of Seattle be and the same is hereby approved. On motion of Councilman Burns the Street Commissioner is authorized and empowered to employ mean and teams to clean up the City Front. On motion the matter of repairing the City Jail is referred to the Chairman of the Committee on Health and Police and Com on Public Buildings and Grounds. Ordinance 1020 An Ordinance is submitted entitled "An Ordinance to amend section 1 of Ordinance No 964, approved July 20th 1888 and entitled 'An Ordinance granting a franchise to J M Thompson and his associates for a Cable Street Railway in the City of Seattle' and as amended by Ordinance No 1014 approved November 17th 1888" which is passed by the following vote, to wit: In favor of the same J F Burns, D E Durie, Joseph Green, Thos E Jones, James McCombs, J F McDonald and C F Reitze. Against the same none. 1021 An Ordinance is submitted bythe City Attorney entitled "An Ordinance to provide for the grading of Second Street in the City of Seatle from Pine Street to Blanchard Street and constructing sidewalks on both sides of said Second Street" which is passed by the following vote, to wit: Ayes Burns, Durie, Green, Jones, McCombs, McDonald & Reitze. Noes none. Ordered tht the Council does now adjourn. Approved Mayor Attest W R Forrest clerk

676 JOURNAL OF THE PROCEEDINGS OF THE Dec 7 1888 Hill & Co Earthwork per cubic yard .49 cents Sidewalks pr MBM [thousand board feet] $18.00 Box Drains pr MBM [thousand board feet] 18.00 Cribbing pr MBM [thousand board feet] 18.00 Cleaning and grubbing per acre 125.00 It appearing that the bid of W N White is the lowest bid submitted to the council for the improvement of Second Street from Pine Street to Blanchard Street under Ordinance No 1021 on motion of Councilman Reitze the contract is awarded to said W N White upon his filing a bond inthe sum of $2500.00 Miscellaneous Ordered that a hydrant be placed at the corner of 5th & Spring Streets. Ordered that all hydrants above Fifth Street be connected with the "Minor Tank" Ordered that the Spring Hill Water Co put water in the Harbor Masters' office. The chairman of the Committee on Street Lights reads a communication from the Chief of Police showing the number of lighs during the month & Complaining of the inefficiency of the service. It is ordered that the Chief of Police report to the City Clerk such Street Lights as are not burning each night and at the end of the month the clerk report the same to the Council for action. Ordered that the matter of the Fifth Street Grade line betweenJefferson and Mill Streets be referred to the City Engineer to investigate the matter.

682 JOURNAL OF THE PROCEEDINGS OF THE Dec 21 1888 Gilman and others to establish grade on University street from Front street to Railroad Avenue. Adopted. From same Committee recommending that the petition of Jno Collins for grading Second street from James to Mill streets be granted so far as to allow petitioner to make temporary grade. Adopted. From same Committee granting petition of S.N. Sorenson for a sidewalk on Spring street from Second to Third streets the cost thereof to be assessed to abutting property owners. Adopted. From same Committee on petition of Jno L Kahaley et al. for the opening of alley through Block 47 Terrys 1st. addn, "That the opening means the grading of said alley which should be done at the expense of the property owners and that if this is what the owners wish they petition accordingly. Adopted. From same Committee granting the petition of Chas Baker and others for the planning of Front street from Battery to Vine streets. Adopted. From same Committee recommending that petition of Mary L. Damon & others for change of sidewalks on 5th street be referred to City Surveyor. So ordered. From same Committee granting the petition of Geo Dorffel & others for opening Kenny street & clearing obstructions. Adopted. From Committee on Public buildings and grounds recommending the appropriation $1000.00 for the improvement of Kinnear Park. Adopted. Communication from City Surveyor in regard to grade of 5th street with recommendations. Referral to Street Com.
