380 JOURNAL OF THE PROCEEDINGS OF THE Oct 15/83 Be it remembered that on this the 15th day of October 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following officers are present to wit: His Honor the Mayor H G Struve and councilmen Thomas Clancy, B F Day, George W Harris, Charles McDonald, U M Rasin, Otto Ranke, and F W Wusthoff. By reason of the insbility of His Honor the Mayor H G Struve to be present at the Council, Councliman U M Rasin is appointed Acting Mayor to serve during such absence. Thereupon the following proeedings are had: Petitions Rec'd From Peter W Wusthoff for changing the license of Kappler & Wusthoff Referred to Committee on Licenses. From David Kellogg et al for receiving grade Warrants in payment for grade taxes. Referred to Finance Committee From David Kellogg et al for changing grade elevations on Madison Street. Referred to Street Committee. From J M Selden et al for gas lamps on Second Street. Referred to Gas Committee Reports Rec'd From the Attorney on collections of grade allotments Pike St Improvements. Be it remembered that on this day the 2d day of November 1883 the Common Council of the city of Seattle meets in its Council chamber pursuant to law.

To his Excellency the Mayor and the Honorable - the Common Counsel of the City of Seattle.

Your Petitioner a citizen of Seattle represents unto your honorable body that prior to the late fire on the morning of the ninth of February 1884 on Washington Street between Second and Third Streets that your petitioner was the owner and in the possession of a building on south Second Street used by him as a saddle and harness shop - that its dimensions were fourteen by twenty four feet - that it was of the value of three hundred dollars.

Your Petitioner says that said building was not insured - that he was unable to insure the same on account of its proximity to Chinese quarters. Your petitioner says that said building was entirely torn down by the agents and employees of the City during said

Seattle, Washington, February 20th 1893

To the Honorable Mayor and City Council of the City of Seattle :Your petitioners Dahl and Melling represents unto this honorable body, that they are the occupants of the Building on Pike Streets between Front and Second Streets in the City of Seattle, that the side door of said room opens into an alley on the west side of said building, that the surface of said alley is about (5) five feet above the floor of said room, completely blocking the entrance to said door; that your petitioners wish to construct a stairway from said alley to said door, and for that purpose to make use of a portion of said alley about 30 thirty inches in width and about five feet in length, that said ally is eighteen feet in width and that said entrance if constructed will not impede travel through said alley; that your petitioners are willing to erect proper guards to said entrance for the safety of traveling through the alley.

Wherefore your petitioners pray for permission to construct said entrance.
