Read and Referred to com on Health &Police. Petition of Jno Eagan for permission to erect a wooden awning on Main Street. read and referred to Street Com. Committee Reports From Fire & Water Committee on recommendations of the Chief of the Fire Dept as follows: 1st that the City purchase two horses for Engine No 1. Two for No 2, and one for Belltown Engine Co No1 and that suitable stable room be provided for the same. 2nd That the City provide four wheeled hose carriage for Belltown Co 3rd That the City employ drivers for the above mentioned teams. 4th That the City erect a fire alarm system. 5th That 1000 ft of hose be purchased. 6th That Chief of Fire Dept examine and replace all defective Hydrant with the new Style. 7th and 8th that the City Attorney draft new ordinances for the regulation of the Fire Department. In conclusion the Com recommend a liberal policy toward the fire department. Adopted. Report of the Finance Com on Standing of City &Road funds Read and ordered filed. Misc. Ordered that O C Shorey and Co be employed to remove the bodies now interred in Luna View Park Ordered that the Mayor appoint a Committee to consider

634 JOURNAL OF THE PROCEEDINGS OF THE Oct 15 1888 that he would require $1250 and expenses for a visit to Seattle Ordered that the Clerk telegraph Mr Waring and ascertain of $1250 include all fees, if so, instruct him to come. Committee reports From park Commissioners on the petitiono of the "Arbor Assn" recommending that the City employ the gardner who sets out the trees to box and protect them. Referred to Street Committee. From Special committee in matter of Main Street Ferry slip as follows "We have carefully examined into the matter and find that the granting the use of the foot of Main Street for a ferry slip a very serious mistake. We think that there is no other street in the City where ferry slip would be so great a inconvenience to shipping. but do not reccommend the report of the ordinance because we question the right of the City to do so" adopted. From Com on Street Lights on the petition of Allen Crook et al street lights on Box St Depot to Harrison St recommending that the same be granted provide the lights be 16 cp on wooden post. Adopted. Ordered that the suit began against Mr Thos Clancey for violation of the Fire Limit ordinance be dismissed, provided he makes no further improvements under the building except those strictly necessary for raising building to grade. The City Atty submits an ordinance entitled "An ordinance to transfer the sum of $10,000 from the City to Road fund" Whichis passed by the following vote In favor of F J Burns, D E Durie, Jos Green, T E Jones, Jas McCoombs, C F Reitze against none. N E Holmes addition to the City of Seattle is approved.

667 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 7 1888 Petition of W L Mountjoy for compensation for damages caused by fall occasioned by defective sidewalk while in the employ of the City, read and referred to the Judiciary Committee. Petition of Gus Dorffell and others for removal of obstructions from Kenny Street between Mill and Main Streets read and referred to the Street Committee Monthly Reports of City Officers Received. From City Atty read and ordered filed. From Chief of Police read and ordered filed. From Justices of the Peace Jones & Soderberg. Referred. From City Treasurer read and Referred dto Finance Com. Ordinances On motion the rules are now suspended and an Ordinance is submitted by the City Attorney entitled "An Ordinance to tax and regulate Auctioneers Hawkers and Peddlers" which after due consideration is passed by the following vote viz: In favor of the same Burns, Durie, Green, Jones, McCombs, McDonald, Niesz and Reitze. Against the same none. An Ordinance is submitted by the City Attorney entitled "An Ordinance to change the name of Mill Street in the City of Seattle to Yesler Avenue" which is after due consideration is passed by the following vote viz: In favor of the same Burns, Durie, Green, Jones, McCombs, McDonald,Niesz and Reitze. Against the same none. An Ordinance is submitted by the City Attorney

To the Honorable MAYOR and COMMON COUNCIL of the City of Seattle Gentlemen:-- The undersigned petitioners respectfully represent and show that several months ago the City of Seattle, by Ordinance duly passed, laid out and established Main Street from Market Street to Yakima St and condemned certain property therefor; that in pursuance of said ordinance appraisers were duly appointed, which said appraisers duly examined the line of said improvements and filed their report thereof; that said report was satisfactory to all the residents living along the line of said street and owning the improvements so condemned with two exceptions; that the said two parties excepted duly filed with the Superior Court and said cause was docketed for trial when said cause was called for trail the Corporation Counsel, acting upon the advise and under the instructions of the City Council, as your petitioners, are informed, dismissed said cause; that we are informed by said Corporation Counsel that the Council of the City of Seattle waived the rights of the City in said premises and abandoned the intentions of said City to open said street as aforesaid upon the ground that the City is in debt. Your petitioners learned with unfeigned astonishment of this decision of your honorable body. We most emphatically declare that such action is a great injustice and a grevious wrong to a large portion of citizens and residents and tax-payers living between Jackson Street and Yesler Avenue and east of Market For many years we have paid our taxes and unmurmuringly and without complaint. We have now no means of getting to or from the cable

cars. We have no means, many of us, of conveying coal and fuel into our wood houses, nor groceries into our dwelling houses. The district of the City is thickly populated with expensive buildings, with a contented, law abiding, industrious people. To thus deprive these people, who have all there years borne with the inconvenience now bearable no longer, whohave said their taxes unmurmuringly and without complaint just because of the simple fact, that to open this street will cost four of five thousand dollars, seems to us to be an act of gross injustice. We are informed that there is now a proposition before your honorable body to condemn certain property and open three cross streets instead of Main Street aforesaid. This propostition does not remedy the wrong suffered by your petitioners. This wrong can only be remedied by opening up Main Street as established and laid out by the Ordinance herein before referred to. Your petitioners, therefore, earnestly urge that you proceedto open up said Street, according to the ordianance aforesiad. We desire to knkow as soon as possible whether or not this large population is to have redress from the hands of the legl representatives of the City or whether we are to be left entirely at the mercy of obstructionists and schemers, and your petitioners will ever pray.
