215 Common Council of the City of Seattle. March 2/83 Be it remembered that on this the 2d day of March 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law. The following Offices are present to wit: His Honor the acting Mayor councilman John Collins and Councilmen O F Cosper Chas F. Clancy, Fred Gasch, Chas McDonald, G.L. Manning and U M Rasin Thereupon the following proceedings are had: Petitions Received From F.A. Minick sub-contractor for a partial payment on account of Jackson Street Grade. From A.S. Miller et al for changing the grade on Columbia and 5th Streets. Refered to the Committee on Streets and Street Improvements From J.B. Huntley for refunding taxes paid. Referred to Finance Committee From A.A. Denny et al for refunding to University Exhi bition licenses paid. Adopted & Warrant to be drawn favor L.J. Powell From J.H. Horrell for a retail liquor license. Referred to Committee on Licenses and Revenue From Smith & Farrar et al for a gas lamp foot of Main Street. Referred dto Committee on Gas Lights. From J.F. McNaught et al for grading Main Street Referred to Committee on Streets Reports Rec'd From Street Commissioner. Referred to Street Committee From Surveyor showing work done on 2d & other sts grade. 220 JOURNAL OF THE PROCEEDINGS OF THE Mar 2/83 Adoption Collins, Cosper, Clancy, Gasch, McDonald, Manning & Rasin. Against Adoption none. The City Attorney submits an Ordinance entitled. "To prohibit and punsih Gambling" After due consideration said Ordinance is adopted upon the following vote to wit: In favor of adoption Collins, Cosper, Clancy, Gasch, McDonald, Manning & Rasin. Against adoption none. The Judiciary & Legislative Committee submit 2 Ordinances each being entitled "A special Ordinance apporpriating moneyto pay audited bills" Adopted upon the following vote to wit: In favor of adoption Collins, Cosper, Clancy, Gasch, McDonald, Manning & Rasin. Against adoption none. Miscellaneous Ordered that the Fire Committee be and they are hereby instructed to purchase all necessary suction hose for Engine No 1 Ordered that the Street Committee by & they are hereby instructed to make all necessary repairs in Main Street. Ordered that all purhases made for the various departments of the City be made pursuant to the direct orders of the Committees of the Council for such departments And now in pursuance to the notice duly published the council proeeds to the correction & equalization of the assessment Roll for the Cherry Street sidewalk under ordinance No 354 & Filed Feb 10, 1883. Pending which the matter of such consideration is laid over until Monday March 5, 1883 at 7&1/2 o'clock PM. 272 JOURNAL OF THE PROCEEDINGS OF THE June 1/83 following vote, to wit: In favor of adoption Cosper, Clancy, Gasch, McDonald, Manning & Rasin. Against adoption none Special Orders of the Day And now in pursuance to the notice duly published the Council proceeds to the correction and equalization of the assessment roll for the Improvement of Pike Street under Ordinance No. 375 and Files May 14 1883. Pending which such roll is referred to a special Committee to wit: Clancy, Gasch & Manning with instructions to report therein Monday June 4 1883 at 8 o'clock p.m. Miscellaneous Ordered that South 3rd Street be graded from Mill Street to Main Street and that the Attorney submit an Ordinance therefor. Adopted upon the following vote, towit: In favor of said order Cosper, Clancy, Gasch, McDonald, Manning & Rasin. Against the same none. And now W.B. Thompson tenders his resignation of the Office of Policeman. Thereupon the same is accepted. And now the Council proceeds to fill such vacany by an election. Whereupon Charles Lind receiving a majority of all the votes of the Councilmen present is duly declared elected to fill such vacancy for the term provided by law. Ordered that the Council stand now adjourned until Monday June 4 1883 at 8 o'clock p.m. Attest: E.S. 275 COMMON COUNCIL OF THE CITY OF SEATTLE June 4/83 And now the Council proceeds to open the bids for the Improvement of Main Street under Ordinance No 385, which bids are as follows to with: Cummings & Strong Earthworks per cu yd 38&3/4 cents Sidewalks per M [thousand board feet] $17.00 Clearing & Grubbing per acre $35.00 Box Drains per M [thousand board feet] $19.75 S G Simpson Earthworks per cu yd 43 cents Cribbing per sq yd $2.50 Box Drains per M [thousand board feet] $19.50 Sidewalks per M [thousand board feet] $16.40 Clearing & Grubbing per acre $60.00 And now the council proceeds to open the bids for the improvement of the Alley West of Front Street under Ordinance No 384, which bids are as follows to wit: S G Simpson Earthworks per cu yd 38 cents Cribbing per sq yd $2.40 Whs Lumber per M [thousand board feet] $19.00 Piling per lineal foot 25 cents Ordered that all the foregoing bids be & they are hereby referred to a Special Committee to wit: Cosper & Gasch Ordered that the rate of assessment on order to provide funds to pay for the Improvement of Spring Street from the alley between 3rd & 4th Streets to 7th Street under Ordinance No 365 be & it is hereby fixed on the sum of 46&3/10 mills on the Dollar. Ordinances Received From the Attorney submitting on Ordince entitled "Presenting a system for numbering Buildings" After due consideration the smae is adopted upon the foloowing vote to wit: In favor adoption Cosper, Clancy, Gasch, McDonald & Rasin. Against the same none. The Attorney submits an Ordinance entitled "To provide for the grading and Improvement of Cherry, Fourth, Fifth, Sixth, Seventh, Eighth, Ninth, Tenth, Eleventh and Twelfth Streets" After due consideration the same is adopted upon the following Vote, to wit: In favor of adoption Cosper, Clancy, Gasch, McDonald & Rasin. Against the same none.
