182 Columbai Wash May 14th 1898 The Town Council of the Town of Columbia met in extra session for the purpose of consultation with Mr F H Osgood, manager of the Rainier Ave Electric Ry Co over the matter of franchise for operating said Railway within the platted limits of the Town of Columbia. An agreeable understanding was apparently arrive at and meeting adjourned to convene agains on thrusday evening May 19th for final terms with regrd to said franchise. Council met again on thursday evening May 19th Roll Call arswered by Campbell, Osgood, Cameron and Hepler. Petition of A H Hepler for a two inch pipe from water main to the sidewalk of property for fire protection read and referred to the water committee. Communication of Mrs. M B Andrews with reference to her water tax read and referred to the water Committee with instruction to report at next regular meeting. Petition for a public telephone read and the matter referred to Mr. F H Osgood to be laid before the manager of the Telephone Company Railway franchise matter was then taken up and a committee of the Council was appointed to confer with the City Attorney and Mr F H Osgood and to draw up an ordinance for such a franchise to be submitted to the Council at next regular meeting for consideration. Messrs Cameron, Lawrence and Campbell were appointed bythe Mayor for this committee. By regular motion meeting adjourned. C S Chase clerk

183 Columbia Wash June 6th 1898 The Town Council of the Town of Columbia met in regular session with Mayor Reeves in the Chair. Roll-call answered by Campbell, Osgood, Lawrence, Cameron and Hepler Minutes of extra and last regular session read and approved. Water Committee reported Mrs Andrews petition for reduction of water tax rejected. By reason of another family being domiciled with her. Reported Rainier Ave Electric Ry Co's water rate as fixed at one dollar per month. Railway franchise committee reports that no harmonious understanding had been arrived at between the two parties concerned, but that some progress had been made in the matter. Bill of A H Hepler for material used by the Marshal in street repair work anount .30 cts. read and accepted and warrant ordered drawn on the Current Expense fund for the same. Bill of Lowman & Hanford for receipt blanks and stationary for the Town of Columbia amount .75 cts - read and accepted and warrant ordered drawn of the Current Expense Fund for the same. Bill of Henry Lamb for cleaning reservoir and road and street work, read and accepted and warrant ordered drawn of the Current Expense fund for the amount of $12.00 Marshal's report for the month of May read and favorably commented upon. By regular motion City Attorney was instructed to draw up an ordinance covering the disposal of obstructions in the streets and alleys, and to frame an amendment to the stock ordinance protecting property owners and lessees from the depredation of hogs. The mayor's request for a six weeks leave of absence granted and Mr C R Hepler appointed as acting mayor during his absence. Then by regular motion meeting adjourned. 184 Columbia, Wash July 5th 1898 The Town Council of the Town of Columbia met in regular session at 8:15 PM with C R Hepler, mayor pro tem in the chair. Roll call answered by Campbell, Cameron Osgood and Hepler. Minutes of last regular session read and approved. Quarterly report of the Town Clerk read and accepted. Town Treasurer's quarterly report read and accepted. Marshal's quarterly report read and accepted. Bill of James A Calder for team work amount 75cts. read and accepted and warrant ordered drawn on Current Expense Fund for the same. Ordinance preventing swine running at large in the town limits read and passed by regular vote of the Council. Ordinance to prevent obstruction of streets sidewalks and alleys read and passed by regular vote of the Council. Franchise Committee reported progress in the matter in hand and asked for extension of time which was granted. By regular motion meeting adjourned. 185 Columbia City Wash Aug 1st 1898 The Town Council of the Town of Columbia met in regular session at 8:20 PM Mayor Reeves presiding. Roll Call answered by Cameron, Hepler and Lawrence Minutes of last regular meeting read and approved. Report of the Marshal for the month of July read and accepted. Street Committee was authorized to spend $50 for street and road repairs within the City limits. In behalf og the Franchise Committee the City Attorney read an ordinance drawn up by Mr Osgood after some debate certain sections were altered slightly to meet the approval of the Council. The ordinance was then referred to confer with Mr Osgood and to meet with the Town Council again at a regular adjourned session to be held Monday evening, August 15th City Attorney was instructed to draw up an ordinance covering the protection of property in the city limits from wanton destruction. Water committe was instructed to raise the water line of City reservoir 1&1/2 feet for an additional water supply. Mr C R Hepler was appointed a comittee of one to look into the matter of providing a city pound and report at next regular adjourned meeting. Then by regular motion Council adjournd. 186 Columbia City, King Co Wash Aug 15th 1898 The Town Council of the Town of Columbia convened in regular adjourned session at 8:15 PM Present mayor Reeves Councilmen Osgood, Cameron and Hepler and Marshal Whittington Came to order but deferred reading of the minutes of last session until next regular meeting. Owing to the absence of the City Attorney the matter of Street Railway franchise was deferred until next regular meeting. Road and Water works matter informally discussed at some length and by regular motion Street Committee was authorized to appropriate $50.00 in addition to the amount already voted for road and street use maing a total of one hundred ($100.) Bill of C S Chase for cost of water water connection with water main on Columbus St to sidewalk of his residence accepted and the marshal instructed to credit the said C S Chase with the amount of $3.00 on his water tax. On motion meeting adjourned to meet again Saturday evening September 3rd inasmuch as the next regular meeting night would fall on a legal holiday. approved Sept 3rd 1898 C F Reeves mayor C S Chase clerk
