Memorials: A Memorial from the Corporation Counsel recommending the payment of certain moneys due the Spring Hill Water Co. for materials furnished and work done by the Company since the Water Works were purchased by the City. Read and ordered filed.

B of A Bill No. 8 An Ordinance relating to street improvements. After 1st and 2nd reading on Motion rules were suspended and same taken up for 3rd reading. Passed by the following vote in favor Holbrook Korn Miller Pontius Snyder Ward Wilcox Mr. President. Against none. Same reported to H of D for concurrent action.

27 Board of Aldermen of the City of Seattle

B of A Bill No. 9: was introduced: An Ordinance creating a Water Fund. After 1 & 2 reading on Motion of Wald and Carried that the Board resolve its-self into a Committee of the whole in order that the Bill be given its 3rd reading. After some discussion same passed by the following vote in favor Holbrook Korn Miller Pontius Snyder Wald Wilcox Mr. Prest: Against — None. Same reported to H of D for concurrent action thereon.

B of A Bill No. 7: An Ordinance fixing the salaries of the various Officers of the City was reported favorably by the Judiciary Committee and on Motion was read 3rd time: An Amendment was offered by Holbrook that the words Two Thousand Dollars be inserted in-stead of Sixteen Hundred as read after the words Secty of the Board of Public Works. The ayes and nays was ordered and the following vote was had in favor: Holbrook Snyder and Wilcox. Against Korn Miller Pontius Wald and Mr. Prest. Amendment lost by vote of 3 to 5. The previous question was then called and bill passed by the following vote: In favor Holbrook Korn Miller Pontius Snyder Wald Wilcox Mr. President. Against None.

Committee on Street lights responded favorably on petitions of G. Kellogg et al for lights on Main St. and same responded to H of D for concurrent action.

On petition of H. Hinman et al for light on [corner of] 12th & Pine St. and same responded to B of — Public Works for approval and action.

Committee of Licenses and Revenue reported favorably on rates on licenses asked by Thomas Moran and J. Stewart. Same reported to H of D for concurrent action.

The petition of Fred Bense for Liquor License was refused on the ground that his place of business was outside of the Saloon limits by the following vote. In favor Korn Snyder Wald Wilcox. Against Holbrook Miller Pontius and Mr. Prest. Lost on tie vote four in favor and four against. Same reported to H of D for concurrent action.

Petition of Gumbert & Liberman & Dolce and Hy Dorn were reported favorably on and accepted by the following vote: In favor Holbrook Korn Miller Pontius Snyder Wald Wilcox & Mr Prest. Against None. — Same reported to H of D for concurrent action.

On Motion the Board adjourned to meet in regular session on Monday Eve Nov. 3rd at A.D. 1890 at 7:30 PM

Communication from the Mayor was received appointing the following as members of the Board of Health.

Dr. F. A. Noble for term of 3 years Dr. F. A. Churchill for term of 2 years D. James Shannon for term of 1 year

Communication was read and a separate vote Dr Noble was confirmed by vote of 5 in favor and 4 against. Dr Churchill was confirmed by vote of 9 in favor none against Dr Shannon was confirmed by vote of 8 in favor and 1 against.

Communication from the Mayor appointing Max Gaffney for Port Warden was read and on motion was laid over until next Meeting — Motion Carried.

Joint Resolution No. 3 For Special License Grant: Be it resolved by the City of Seattle as follows: That a Special Liquor License be granted to Fred Bense on Jefferson St. between 3rd & 4th Sts for the term of one year: Read 1st & 2nd time on motion rules suspended and same given it. 3rd reading passed by the following votes in favor Bogardus Korn Miller Pontius Snyder Wald Wilcox Mr. Prest. Against none. Same reported to H of D for concurrent action.

The Select Committee on Janitor reported that they would not take action until Salary bill passsed and recommended all petitons for situations be referred back to B of A and placed on file. Reports adopted and Seconded.
