114 JOURNAL OF THE PROCEEDINGS OF THE SEPT 1/82 Be it remembered that on this the 10th day of September 1882 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law The following officers are present, to wit: His Honor the Mayor H.G. Struve and Councilmen John Collins, Chas F. Clancey, O.F. Cosper, Fred Gasch, Charles McDonald, G.L. Manning and U.M. Rasin Thereupon the following proceedings are had: Petitions received From Walter France to correct Certificate of Purchase and to refund certain taxes paid. referred to the Judiciary and Legislative Committee From A. H. Manning et al for the opening of Third Street from Battery Street to Blanchard Street. Referred to the committee on Streets and Street Improvements From the Heirs at Law of Fred Slother Dec'd for the adjustment of sidewalk tax for Jackson Street sidewalk tax levy under Ordinance No. 283, Referred to the Committee on Streets and Street Improvements. From Roswell Scott et al for an Ordinance prohibiting the wearing of bells on animals. Referred to the Committee on Streets and Street Improvements From M Densmore et al for an Ordinance changing the Grade on Union Street from Front Street to8th Street and to have Union Street u-graded. Referred to the Committee on Streets and Street Impr -ovements. From Robert Kaupe et al for an Ordinance to construct side walks on both sides of Union Street from Front Street to the East side of Eighth Street. Referred to the Committee on Street and Street Improvement. From Geo Harlip for the right to erect a fish stand. Referred to the Committee on Streets And Street Imrpovements From W.R. Brawley et al for the opening of Washington Street from 10th to 11th Street, and for the opening of 11th Street from Washington Street to Main Street. 119 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 1/82 purchasing 25 by 60 feet off the West side of Lot 2 Block 5 in Boren's plat, thereupon the Report of the Committee on Fire and Water recommending such purchase is adopted upon the following vote to wit: In favor of adoptioin Collins, Cosper, Gasch, McDonald and Manning Against adoption Clancy and Rasin Ordered that the said Report of the Committee on Fire and Water be & is hereby referred to the Committee on Judiciary with instructions to submit an Ordinance on providing for the purchase of said property. the vote on said order is as follows: In Favor of said order, Collins, Cosper, Gasch, McDonald & [Manning]], Against said order, Clancy and Rasin. And now in pursuance of Ordinance No 284 the Council proceeds to examine & equalize the assessment roll for the Front Street Grade provided by said ordinance & to hear all Complaints touching said Roll; pending which the matter of such consideration is laid over until Monday evening September 4th at 7&12 o'clock PM And now in pursuance of Ordinance No 288 the Council proceeds to examine & equalize the assessment roll for the 2nd, 3rd & other Streets Grades provided by said Ordinance & to hear all Complaints touching said rolls, pending which the matter of such consideration is laid over until Monday September 4th 1882 at 7&1/2 o'clock PM And now in pursuance of Ordinance No 289 the Council proceeds to examine & equalize the assessment roll for the Union Street grade provided by said Ordinance & to hear all Compliants touching said Roll; pending which the matter of such consideration is laid over until Monday September 4th 1882 at 7&1/2 o' clock PM And now Council proceeds to open the bids for Stationary received by the Clerk pursuant to notes duly published, which bids are in the sums to wit: Daniel & Woodruff $65.35; Pumphrey & Lowman $61.16, And now the Council proceeds to open the bids for job printing received by the Clerk pursuant to notes duly published which bids are from C Hanford & Co, and Stewart & Ebersold

123 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 4/82 assessment roll for Union Street grade made in pursuance to Ordinance No 289 & to hear all complaints touching said roll, pending which the matter of said consideration is laid over until Tuesday evening September 5th 1882 at 7 1/2 o'clock p.m. The Judiciary and Legislative Committee submit an ordinance to provide for the grading of Washington Street. Same is recommitted with instruction to complete the ordinance. And now the Council proceed to consider an ordinance entitled "To provide for the purchase of certain real estate." After due consideration said ordinance is rejected upon the following vote, to wit: In favor of adoption of said ordinance Collins, Gasch and McDonald. Against adoption Clancy, Manning and Rasin. And now the Council proceed to consider Ordinance No 296 entitled "In relation to Auctioneers, Hawkers and Peddlers" thereupon after due consideration said ordinance is adopted upon the following vote, to wit: In favor of adoption Collins, Clancy, Gasch, McDonald, Manning and Rasin. Against adoption none. And now the Council proceed to consider an ordinance entitled "A special ordinance to provide for the construction of a sidewalk on King Street from 7th to 10th Streets." Pending which the same is re-committed to the Judiciary and Legislative Committee with instruction to report on blanks. And now the Council proceeds to consider an ordinance entitled "A special ordinance to provide for a sidewalk on 7th Street from north side of Cherry to south side of Madison Street." Pending which the said is recommitted to the Judiciary and Legislative Committee with instruction to report on blanks. And now the Judiciary and Legislative Committee submit an ordinance entitled "To provide for a partial grade of Washington Street." Thereupon the same is recommitted to the Judiciary and Legislative Committee with instuctions to report on blanks. And now the Judiciary and Legislative Committee submit an ordinace entitled "A special ordinance to provide for the construction of a sidewalk on Front Street from Pike Street to Lake Avenue" thereupon the same is recommitted with instructions to report on blanks.

127 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 5/82 equalize & Correct the assessment Roll for the Union Street grade made & Filed in pursuance to Ordinance No 289; after due examination of said roll & hearing of all complaints touching the same and the said roll being now equalized & corrected. It is ordered that the said assessment Roll be & is hereby declared to be the assessment Roll for said Union Street Grade. And now in pursuance to the order duly made on the 4th day of September 1882 the Council proceeds to consider, equalize & correct the assessment roll for the Front Street Grade made & filed in pursuance to Ordinance No 284; after due examination of said roll & the hearing of all complaints touching the same and the said Roll being now equalized & corrected. It is ordered tha the said assessment Roll be & is hereby declared to be the assessment Roll for said Front Street Grade. And now in pursuance to the order duly made on the 4th day of September 1882 the Council proceeds to consider the Assessment Roll for the 2d, 3d, and other Street Grades made & filed in pursuance to Ordinance No 288; pending which the matter of said Consideration is laid over until Friday September 8th, 1882 at 7&1/2 o'clock PM Ordered that the Judiciary an Legislative Committees be & they are hereby instructed to submit Ordinances levying the taxes to pay for Improvements under Ordinance Nos 284 & 289 Ordered that the Council Stand now adjourned until Friday September 8, 1882 at 7&1/2 o'clock pm Attest E S Osborne Clerk Approved W G Struve Mayor
