350 JOURNAL OF THE PROCEEDINGS OF THE Sept 1/83 Ordered that the Committee on Public Buildings, Property and Grounds be and they are hereby instructed to procure the services of George Boardman to complete his contract for the painting of the City Hall on South 3rd Street. And now His Honor the Mayor announces that he will be absent from the City for a time from and after September 3 1883 and requests the Council to elect an Acting Mayor to serve during such absence. Thereupon the Council elect Councilman U.M. Rasin to the position of Acting Mayor to serve during such absence. Ordered that the Council stand now adjourned until Friday September 7, 1883 at 7 1/2 o'clock p.m. Attest: E.S. Communications Rec'd From His Honor the Acting Mayor returning an ordinance entitled "To appropriate $300.00 to secure the use of Hook and Ladder apparatus" without his approval and with his objections in writing to such approval which objections are as follows to wit: which objections (?)

353 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 7/83

Be it remembered that on this the 7th day of September 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law.

The following Officers are present, towit: His Honor the Acting Mayor Councilman U. M. Rasin and Councilmen Thomas Clancy, B. F. Day, Geo. W. Harris, Charles McDonald, Otto Ranke and F. W. Wusthoff

Petitions Rec'd From A. S. Miller et al for changing proposed elevation of Sidewalks on 4th Street near Marion. Referred to Street Committee

From ]]Murphy and Stewart]] asking for the postponement of the detention of the forfeiture for & on a/c of 9th Street Improvement bid of $250.00 until the final payment. Referred to the Street Committee

From G. N. Alexander for an extension of time for the completion of the piling on South 3rd Street until October 10, 1883. Referred to Street Committee

From M. H. Wilcox et al for a crossing in Front Street. Referred to Street Committee

From Geo F. Frye for the right to move building through the street to use a portion of Front & Marion Street for building purposes, for the dumping of earth foot of Marion Street & for the right to construct a Sewer across Front Street Referred to Street Committee

Committees Reports Rec'd From the Street Committee recommending the granting of the petition of Deitrich Rohl et al for the opening of Clay Street from Water Street to City limits. Adopted & Street Commissioner is hereby instructed to okay the law.

And now in pursuance to notice duly given the Council proceeds to examine & equalize the Assessment Rolls for the Improvement of 4th Street under Ordinance No. 395 and for the Improvement of Pine Street under Ordinance No. 421. Pending which said rolls are referred to the Street Comtee Assesor & Attorney

And now the Council proceeds to the election of 2 additional Policemen. Whereupon John Kelly and F. A. Minick each receiving a majority of the Votes of the members of the Council are duly declared elected Policemen for the term provided by law.

Ordered that a Committee of three be appointed by the Acting Mayor to investigate the petition of C.K. Jenner et al for the grading of Washington Street, 9th to 12th. Thereupon the Acting Mayor appointed Day, Wusthoff & Clancy such Committee

Ordered that the Attorney be & is hereby instructed to examine the matter of the forfeiture of the contract for the Improvement of James Street by Cummings & Strong & to report thereon

Ordered that A. J. Smith be & is hereby authorized to solicit orders for books until the Ordinance in relation thereto is amended. In favor of said Order Clancy, Day, Harris, McDonald, Ranke & Wusthoff Against the same Rasin

Ordered that the Council stand now adjourned until Tuesday September 11. 1883 at 7 1/2 o'clock P.M.

Thereupon the following proceedings are had: Petitions Rec'd From Strong & Harkins for an allowance of 15 percent of all reserve funds claimed on Madison Street Improvement. Referred to Street Committee. From O. Jensen for the rights to occupy with a house a portion of Weller Street. Referred to Street Committee. From S. G. Simpson declining to build the Sidewalk on Washington Street under Ordinance No. 369. Referred to Street Committee. From Chas S. Roe for the right to erect poles and (shield?) wires for Electric Light purposes. Referred to Street Committee. Communications Rec'd From the City Attorney on the matter of the legality of the condemnation of property for Jackson Street Extension concluding that all proceedings heretofore had in the matter of such extension are void. Adopted and Attorney instructed to submit a proper ordinance. Committees Reports Rec'd From Street Committee rejecting the petition of G.A. Tyler to occupy the foot of Seneca Street. Adopted. From Street Committee recommending the granting of the petition of Seattle Lumber & Commercial Co et al for planking foot of Marion Street. Adopted and Street Commissioner instructed to perform the work. From Committee on Harbor and Wharves approving Harbor Masters Report. Adopted. From Street Committee approving J. C. Lipsky's report on Powder House. Adopted. Applications for Licenses Received Ordered that Licenses be ordered issued as follows, towit: T. M. [T?] for Retail liquors for 3 months from Oct 7, 83 [?]
