46 JOURNAL OF THE PROCEEDINGS OF THE to the Finance Committee A report is received from the Committee to whom was referred the matter of constructing an Engine House; Thereupon the report is accepted and it is ordered that the Committee be continued and that the Committee be & they are hereby instructed to receive plans and specification for a building to be constructed having the 1st story of brick and the second story of wood And now the Council proceeds to consider the Ordinance No 263 the same 'ferring entitled "An Ordinance to restrain and regulate laundry and Wash Houses within the limits of the City of Seattle for the purpose of prevention of fires; there upon after due consideration said Ordinance is adopted upon the following vote to wit: In favor of adoption Clancy, Collins, Densmor, Jennings, Keenan, Keezer & McDonald, against adoption none. Ordered That The matter of improper taxation of certain real estate belonging to the University be & is hereby referred to the City Attorney A communication is received from the Mayor upon the matter of the deficiency existing by reason of the 8th Street Sidewalk; Thereupon it is ordered that the Clerk be & is hereby instructed to issue such a warrant on the City Fund as will Cover all existing deficiencies for and in accord of said Sidewalk. Ordered that the Ordinance levying a special tax to pay for the sidewalk constructed under Ordinance No. 257 be sent to the Finance Committee for the purpose of ascertaining the amount to be levied. And now come the several persons herein after named & make applications for licenses; thereupon said aplicants having filed their bonds it is ordered that licenses be granted them as follows: to wit: James W. Smyth a retail liquor license for 3 months from April 3rd L Diller retail liquor license & Billiard table for 3 months from April 16th Shaw & Algar retail liquor & Billiard table for 3 months

103 COMMON COUNCIL OF THE CITY OF SEATTLE July29'82 Be it remembered that on this the 29th day of July 1882 the Common Council of the City of Seattle meets in its Council chamber pursuant to adjournment the following Officers are present to wit: Councilmen John Collins, M Densmore, Wm A Jennings, John Keenan and Charles McDonald. Thereupon the following proceedings are had: By reason of the absence of His Honor the Mayor L P Smith from the City, Councilman John Collins is appointed by the Council to the position of President of the council for the meeting And now the Special Committee to whom was referred the bids of all the Contractors for the Improvements to be done under Ordinances Nos 284,288 & 289 make their report That Chin Guan & Charlie are the lowest bidders on each & every of the improvements required by said Ordinances: Thereupon the report is accepted. whereupon it appearing to the Council that Chin Guan & Charlie are the lowest responsible bidders for the Improvements under each of said Ordinances & that they have reported their surities for such work to be Henry L Yesler, Moses R Maddocks, David T Denny, Robert Krupe & Robert Abrams & the Council finding siad surities to be responsible: It is ordered that each and every of the Contracts for said improvement be& is hereby awarded to said Chin Guan & Charlie upon their said bids. The vote upon said Order isa s follows: In favoe of said order Collins,Densmore Jennings, Keenan & McDonald. Against said order, none Ordered that the said Chin Guan & Charlie be required to furnish a bond for all of said improvements in the sum of $5000.00 Ordered that the Ordinance committee be & they are hereby instructed to submit a proper Ordinance, bond and contract for said Improvements Ordered that the Street Commission be & is hereby instucted to open the Alley in Block 2 of Maynard's plat Ordered that the Council stand adjourned attest: E S Osborne Clerk Approved, President of the Council

Aug. 18, '82 Gas Lights Fund Seattle Gas Lights Co Gas $200.00Attending lights $30 No 16 $230.00 The claims of James Hicks and Catherine Weritt are received and referred to the Finance Committee. A petition is received from W. H. White et al praying the Council to purchase the ground upon which the Engine House now stands for Engine House purposes; thereupon the same is referred to the Committee on Fire and water supply. And now the Judiciary and Legislative Committee report upon the petition of Harmon and Thurlow and Submit Ordinance No 294 entitled "An Ordiance "To provide for leasing a portion of Seneca Street"; Thereupon after due consideration said Ordinance is adopted upon the following Vote, towit: In favor of adoption Clancy, Cosper, Gasch, McDonald and Rasin; Against adoption None. And now Councilman McDonald submits Ordinance No 295 entitled "An Ordinance to provide for the prevention and removal of nuisances and for their punishment"; Thereupon after due consideration said Ordinance is adopted by the following Vote, Towit: In favor of adoption Clancy, Cosper, Gasch & McDonald Rasin Against adoption none.
