An Ordinance is presented entitled "An Ordinance granting unto John Leary, his heirs, executors, administrators and assigns the right to lay water pipes within the City of Seattle. Referred to Committee on Fire & Water Supply The following Resolution is presented: Resolved that a Special Committee of three be appointed by the Mayor to Draft and report to the Council rules of order and bylaws to govern the Common Council in the transaction of its business. Adopted and Rasin Gasch & Manning appointed such Special Comtee. Ordered that the Council Stand now adjourned. Ordered that the Committee on Public Buildings, Property & Grounds be & they are authorized to fill in the Jail portion of new City Engine House as they may see fit.
