Dec 19/82 From Licensed and Revenue recommending that a grocery license be issued to Maria Goldberg and a Retail liquor license be issued to Frank Peters. Adopted and licenses ordered issued Ordinances Received From City Attorney submitting an Ordinance entitled " An Ordinance to provide for assessing, buying and collecting the City revenue of the City of Seattle." After due consideration said Ordinance is adopted upon the following vote, to wit: In favor of adoption Collins, Cosper, Gasch, McDonald and Manning. Against adoption none. From City Attorney submitting an Ordinance entitled "An Ordinance to prevent the obstuction of the sheets by drays, carts, wagons, hacks, carriages and other vehicles. After due consideration said Ordinance is adopted upon the following vote to wit: In favor of adoption Collins, Cosper, Gasch, McDonald and Manning. Against adoption none. Bids Received And now the Council proceeds to opwn and consider the bids for the sidewalk to be constructed on Jackson Street under Ordinance No. 335, which bids are as follow, to wit:

Hoole & Simpson per B.M. $19.00

D.S. Hill and H. Rosburg B.M. $20.00

And now it appearing to the Council that the bid of Hoole & Simpson is the lowest and best bid, and that they are the lowest responsible bidders. It is therefore ordered that the contract be awarded to them upon their giving a bond with good and sufficient surities in the sum of $200.00 And now the Council proceeds to open and consider the bids for the sidewalk to be constructed on both sides of Seneca Street under Ordinance No. 336 which bids are as follows, to wit:

E.C. Hubbard and A.N. Sayre per B.M. $19.75

Hoole & Simpson d" $17.00

D.S. Hill & H. Rosburg d" $16.50

It is ordered that the said assessment roll be & is hereby approved & declared to be the assessment roll for such improvement. And now in pursuance to the notice duly published the Council proceeds to the correction & equalization of the assessment roll for the Seneca Street Sidewalk under Ordinance No. 336 and Filed Now. 29, 1882. Whereupon no complaints being made against said roll or any individual assessment therein, and the Council and after due examination finding said roll to be correct & the valuations of property therein to be equal & uniform. It is ordered that the said assessment roll be and is hereby approved and declared to be the assessment roll for such improvement. 195 COMMON COUNCIL OF THE CITY OF SEATTLE Jan. 5/83 vote, to wit: In favor of adoption Cosper, Gasch, McDonald and Manning. Against adoption none. And now the Council proceeds to consider an Ordinance each entitled "A special Ordinance appropriating money to pay audited bills." After due consideration said Ordinance is adopted upon the following vote, to wit: In favor of adoption Cosper, Gasch, McDonald and Manning. Against adoption none. New Business Ordered that the Judiciary and Legislative Committee be and they are hereby instructed to submit Ordinances for the following improvements, to wit: Sidewalks on both sides of James Street from the alley between 3rd and 4th Streets to the alley between Front and 2d Streets. Sidewalks on both sides of Cherry Street from the alley between 3rd and 4th Strees to the alley between Front and 2d Streets. Sidewalks on both sides of Columbia Street from the alley between 3rd and 4th Streets to the alley between Front and 2d Streets. And now James W. Stuart tenders his resignation of the Office of Policeman. Accepted. And now the Council proceeds to fill said vacancy. Whereupon an election is held and F. J. Small having received a majority of all the votes of the Councilmen present, is duly declared elected to fill said vacancy for the term provided by law. Ordered that City Attorney be & is hereby instructed to submit an Ordinance at next meeting rescinding the contract with E. W. Rea for the construction of the New City Engine House, and that the Clerk notify said Rea of such proposed action. The City Attorney reports against the allowance of the claim of A.S. Pinkham in the sum of $67.50 for delay caused by an injuction in the matter of the Washington Street Sidewalk. Thereupon the said claim is rejected. Ordered that the Clerk be and he is hereby ordered to deliver the Tax Roll for the year 1882 to the Treasurer of King County and to issue and annex to said Tax Roll a Warrant directed

on Fire & Water Supply make all necessary changes in No 1's Engine House so as to accomodate No 2 Ordered that the petition of H Butler et al for lowering sidewalk in James' Street be granted temporarily so far as to lower the said sidewalk 2 feet. Ordered that all prisoners to turned over to the care & Custody of the Day Police [ following passage is marked VOID and crossed out]: Ordered that the Contractors Chin Guam & Charlie be & they are hereby granted 6 weeks further time from this date in which to complete the Improvement on 2d,3rd, & intersecting Streets under Contract.[VOID] Consideration of Ordinances The City Attorney submits an Ordinance entitled "In relation to the Breach of Contract for the erection of a certain Building under Ordinance No 285" Thereupon the same is laid over until the First Friday in February The Judiciary and Legislative Committee submit an Ordinance entitled "To provide for the Construction of Sidewalks on Columbia and Cherry Streets" After the consideration said ordinance is adopted upon the following votes to wit: In Favor of Adoption Collins, Cosper, Gasch, McDonald and Manning. Against adoption none. The City Attorney submits an Ordinance entitles "To provide for the construction of a Sewer in Madison Street" After due consideration said Ordinance is adopted upon the following vote to wit: In Favor of Adoption Collins, Cosper, Gasch, McDonald and Manning. Against adoption none. And now the Council proceeds to consider an Ordinance entitled "A special Ordinance appropriating money to pay audited Bills" After due consideration said ordinance is adopted upon the following Vote To wit: In Favor of Adoption Collins, Cosper, Gasch, McDonald and Manning. 208 JOURNAL OF THE PROCEEDINGS OF THE Feb2/83 in a/c of Front Street sidewalk are laid on the table And now His Honor the Mayor H G Struve returns and proceeds to act as Mayor in Place of Councilman John Collins. New Business And now the Plans & Specification for Cherry Street Sidewalk under Ordinance 354 are presented & after due examination the same are approved & Ordered filed. And now the Plans & Specfications for Columbia Street sidewalk under Ordinance No 354 are presented & after due examination the same are approved & ordered filed And now His Honor the Mayor announced that from and after Monday February 5, 1883 he will be absent from the City for a time. Whereupon the Council proceeds to elect an Acting Mayor to serve during such absence. Whereupon John Collins is elected to the position of acting Mayor to serve during such absence. Ordered that a sidewalk to be constructed on both sides of Marion Street from the west side of the alley between Front and Second to the east side of 3rd streets & also on the south side of said Marion Street from the east side of 3rd to the West side of the alley between 3rd & 4th Streets in favor of said order Collins, Cosper, Clancy, Gasch, McDonald, Manning. Against said Order none. Ordered that the rate of assessment inorder to provide funds to pay for the sidewalk constructed on Union Street Under Ordinance No 324 be & is hereby fixed inthe sum of 19 mills. on the dollar. Ordered that the rate of assessment on order to provide funds to pay for the sidewalk constructed on Washington Street under Ordinance No 236 be & is hereby fixed in to sum of 4&7/10 mills on the dollar Ordinances Rec'd
