198 JOURNAL OF THE PROCEEDINGS OF THE Jun 3 1887 Be it remembered that on this 3rd day of June 1887 the Common Council of the City of Seattle met in its council chamber pursuant to law. The following officers are present, to wit: Mayor W H Shoudy and Councilman Coulter, Furth, Frink, Green, Hinkley, Reitze & Russell. The minutes of the last meeting were read and approved. Petitions & Communications Petition of Chas Coppin et al for a twelve (12) inch ironstone sewer in Columbia Street from 12th Street to the Bay. Referred to Com. on Sewers & Drainage. Petition of Wm Lider and Otto Ranke to open the half Street South of Block 12 in Edes & Knights Addition running East & West also to open alley running through same block. Referred to Street Com. Petition of H L Lester & others to grade Mill St. from a point between South Fourth and South Fifth Streets to Williamson Street. Referred to Street Committee. Petition of O J Carr and others to grade West St. from Virginia Street to Cedar Street and build a sidewalk on the Eastern side of said Street. Referred to Street Commitee. Petition of Seattle Cable Road and Water Company for a Street Railway franchise on following Sts. Commencing at the intersection of Front Street & Madison Street, thence along Madison Street to Lake Washington: also, beginning at the intersection of Second & Madison Streets thence along Second Street to James Street thence along James Street to Tenth Street. 315 COMMON COUNCIL OF THE CITY OF SEATTLE Oct 21 1887 From same committee rejecting petition of Emil Heinig for permission to put up a building in the alley between 2nd and 3rd Streets fronting Mill Street. Adopted From same commitee granting petition of King County Investment Company for opening 12 st from Columbia to Madison Street and recommending that the owners of the block between 11th and 12th Streets on Madison St. be permitted to build a Standard sidewalk the same to be accepted by the Street Committee when completed and obviate the expanse of establishing an assessment district. AdoptedFrom same committee rejecting petition of Guy C. Phinney for permission to put dirt from the lot in N.E. corner of Front and Seneca Sts. under the Bridge spanning Seneca St. Adopted. From same committee granting petition of D.C. Munrow for permission to raise sidwalk to the grade in front of their building on S.W. Corner of Blanchard and Front Sts., provided the work is done a good and substantial manner, to be accepted by Street commissioner. Adopted From same committee on the Mayor's message and petition of H. Butler and others as follows: We look upon that part of the message referring to establishing an Avenue 100 feet wide along Lake Union and Lake Washington in the same light as His Honor, and consider such an avenue a great and important improvement to the City, and recommend that steps be taken by the Council toward such improvement. 355 COMMON COUNCIL OF THE CITY OF SEATTLE Dec 16 1887 on Mill Street adopted. From same Committee rejecting petition of Ernest Romey for a sidewalk in Mill Street as it would have to be built on an unfinished bulkhead. Adopted. From same Committee rejecting petition of Edgar Bryan for a culvert or drain in Block 22 A A Denny's Addition adopted. From same Committee recommending the opening of [Rollin Street]] 90 feet wide in accordance with petition and plat filed. From same Committee granting petition of John Lavender and others for permission to raise side walk to grade onSouth Second Street and Washington Street. Adopted. From the Street Light Committee granting the petition of P D Hamlin and others for street lights on Eighth Street from Jackson to Dearborn Streets thence East along Dearborn Street to 12th Street. The same to be of 16 cp placed on wooden posts. Ordered that Bell Street be graded from the West side of Front Street to the East side of West St and a sidewalk built on the south side of said street in accordance with the plans and specifications of the City Surveyor, and Clerk directed to advertise for bids for making such improvements. On motion Councilman Moran a special committee is appointed consisting of Councilmen Moran Lake and Reitze to inspect and report upon the Mill Street Bulkhead
