COMMON COUNCIL OF THE CITY OF SEATTLE

Jan 4/89 Be it remembered that on this the 4th day of January 1884 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law.

The following Officers are present, towit: His Honor the Mayor H.G. Struve and Councilmen Thomas Clancy, B.F. Day, Charles McDonald, U. M. Rasin, Otto Ranke and F.W. Wusthoff.

Thereupon the following proceedings are had: Petitions Received From M.P. Church for draining surface water and building crossing. Referred to Street Committee. From Patrick Flynn et al for the removal of obstructions by south side of Washington Street between Commercial and 2d. Referred to Street Committee. From Chas Benson for compensation for damages caused by blasting on Madison Street. Referred to Judiciary Committee. From W.C. Hawthorne et al for a gas lamp corner Union and 6th. Granted. From Seattle Hook and Ladder Co. No. 1 for a room in which hold Company meetings. Granted. From Geo. F. Gilson et al for changing grade on Battery Street. Referred to Street Committee. From A.C. Baker for compensation for sidewalk built on Columbia Street. Referred to Street Committee. From Jonah E. Seaman for compensation for loss of horse by falling. Referred to City Attorney. From N. John Ronberg for correcting error in assessment. Referred to Finance Committee. From J. Schram and Co. for removal of obstructions from alley between Commercial and 2d. Referred to Street Committee. From Julia Carleton for refunding license money paid. Referred to License Committee. The Mayor calls attention to the matter of Mrs. Ingraham's petition for refunding taxes paid. Ordered that the Finance Committee be and they are hereby instructed to make immediate examination of the matter.

Howard for Retail liquors for 3 months from Jan 3, 1884 Frank Lessman for Retail liquors for 3 months from Jan 13, 1884 T. B. Timony for Retail liquors for 3 months from Jan 7, 1884 Ordered that the Street Commissioner be & he is hereby instructed to lower sidewalk on South side of Washington Street fronting Geo. W. Youngs property. Ordered that the matter of considering the rights of 2 additional Councilmen appointed by Act of Legislature to seats as Councilmen be the same is laid over for special business tomorrow evening Ordered that the Council stand now adjourned until Thursday January 10, 1883 at 7-1/2 o'clock P. By reason of the inability, by illness of His Honor the Mayor to attend Councilman U. M. Rasin is appointed president of the Council to serve during the meeting.

under his resignation of the office of Councilman of the City of Seattle; thereupon said resignation is accepted. Whereupon comes B. L. Northrup a Councilman appointed in said Act of Legislature to represent the Third Ward of said City and in open Council tenders his resignation of the office of Councilman of the City of Seattle; thereupon said resignation is accepted. And now it appearing to the Council that a vacancy exists in the Office of Councilman from the 1st Ward, the Council proceeds to an election to fill such vacancy, Whereupon such election is held and John Keenen receiving all the votes of the members and the Council present, is duly declared elected to the office of Councilman from the 1st Ward to fill said vacancy for the term provided by law. And now comes John Keenen Councilman elect from the first Ward & after taking and subscribing his oath of office as such Councilman is assigned a seat as a member of the Council. And now it appearing to the Council that a vacancy exists in the Office of Councilman from the 3rd Ward, the Council proceeds to an election to fill such vacancy, Whereupon such election is held and B. L. Northrup receiving all the votes of the members of the Council present, is duly declared elected to the Office of Councilman from the 3rd Ward to fill said vacancy for the term provided by law. And now comes B. L. Northrup Councilman from the 3rd Ward & after taking and subscribing his oath of Office as such Councilman is assigned a seat as a member of the Council. Rasin is appointed to the position of Acting Mayor to serve during such absence. Petitions Rec'd From W. H. Brunk at al for establishing the grade on Lake Street. Referred to Street Committee From Chas Mascoline et al for the right to occupy foot of Columbia Street for a Fish Stand. Referred to Street Committee From Perry Clymer et al for opening Olive Street 10th to 16th. Referred to Street Committee From Geo. R. Smith et al for permission to occupy foot of Columbia Street for a Fish Stand. Referred to Street Committee From O. Jensen for permission to occupy 7th Street near King.
