437 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 6 1888 Ordered that the plat of the Charles Addition to the City of Seattle be and the same is hereby approved. Ordered that the plat of Lewis and Gilman Addition to the City of Seattle be and the same is hereby approved. Ordered that the plat of C B Bagley's Orient Addition to the City of Seattle be and the same is hereby approved. On motion of Councilman Niesz the city surveyor is instructed to get the names of the owners of the property along the proposed Avenue along the Lakes. The city surveyor submits plans and specification for Bell Street improvement from Fifth Street the Seventh Street Also plans and specifications for Depot Street Improvement from the Bay to Fir Street; also plans ans specifications for Cherry Street improvement from Fifth Street to Thirteenth Street and on motion the same are all approved and ordered filed. Ordered that the examination and equalization of the assessment roll for Bell Street Improvement under Ordinance No 889; and of Birch Street Improvement Ordinance No 904; and of Fifth Street Improvement under Ordinance No 905; be postponed until Wednesday April 11th 1888 and that when the Council Adjourns it adjourn to meet on that date. Ordered that Jacob Cowan be granted permission to use powder in clearing lots for the period of two weeks.

441 COMMON COUNCIL OF THE CITY OF SEATTLE Apr 11 1888 that the Oregon Improvement Co. be allowed to extend their tramway over the said streets, supports to said tramway to be not less than twelve (12) feet high and put not less than twenty four (24) feet apart over said street; said tramway to be removed when in the opinion of the Council it is necessary. The Oregon Improvement Company to be liable for all accidents or damages which may occur from such tramway passing over said streets. The Committee would further recommend that when buildings or other improvements are removed or taken possession of the owners are to receive a reasonable compensation for the same. The Committee also recommend that the wharf now at the foot of Commercial Street be al-lowed to remain at its present level. On motion the report is adopted provided the Oregon Improvement Company files with the City Clerk within ten (10) days a written acceptance of the terms of said report. So far as it refers to their company, and the Clerk is directed to forward to the superintendent of said company a copy of this report, or such part thereof as refers to that company. The Council now proceeds to examine and equalize the Assessment Roll for the Assessment District established by Ordinance No. 887 for the grading of Bell Street from Front Street to West Street and building sidewalks thereon. Also the Assessment Roll for the Assessment District established by Ordinance No. 904 for the grading of Birch Street from Depot Street to Harrison Street and building sidewalks thereon, and no one approving to contest either of said Assessment Rolls, and no objection being made to them or either of them, On motion it is ordered that said Assessment Rolls be and the same are hereby approved. The Council now proceeds to examine and equalize the Assessment Roll for the Assessment District created

442 JOURNALS OF THE PROCEEDINGS OF THE Apr 11 1888 and established by Ordinance No. 905. for the grading of Fifth Street from Depot St to to Union Street and building sidewalks on both sides thereof: On motion it is ordered that the Clerk notify the following named persons to be and appear before the Common Council on Friday April 20th 1888 at 7.30 o'clock P.M. to show cause if any there be why the valuation of their property as appears on said Assessment Roll should not be raised as follows: Bailey Gatzert raised on Lots 6 & 7 Block 10 A. A. Dennys Third Addition from $500 each to $660 each. P H Lewis raised on Frac. lots 1 & 2 & lot 3 of His of S A Bells Addition from $100 to $660.00. John Nelson raised on lot 8 Block 18 A A Dennys Third Addition from $500. to [$660.00?]. Ordered that a tax of forty six and one half (46 1/2) mills on each and every dollar of the assessed valuation of all the property included within the Assessment District created by Ordinance No 887 be and the same is hereby levied on said property for the improvement of Bell Street from Front Street to West Street in the City of Seattle. Ordered that the Street Committee have power to act upon the petition of J. D. Hinckley for the opening of Farm Street and that the Committee take immediate steps to open said street. Ordered that the Clerk advertise for bids for furnishing the City with sewer castings from April 20th 1888 to Octo 1st 1888. Ordered that the City Surveyor be and he directed to obtain dedication of Depot Street sixty six (66) feet in width between Lake Street and Broadway
