193 COMMON COUNCIL OF TEH CITY OFSEATTLE May 20 1887 Petition of C C Otis & Others for grading and building sidewalks on Fourth Street from Bell Street to Union Street. referred to street Committee Committee Reports Received FromComittee on Fire& Waater on petition of B Gatzert, G W Harris, J M Quilter, Geo Kinnear and others for a new Hook & Ladder Truck recommending that the petition be granted and suitable Hook &Ladder Truck purchased the price and pattern to be submitted to the Council for its approval. From Samecommittee granting petition of M McAndrews & Others asking that Ordinance No 549 be so amended as to exclude that part of the City South of the South line of Mill Street and East of the alley between Commercial and South Second Street from thefire limits onmotion the petition and report is referred back to the Committe From Finance Committee granting petition of Alex McLain for striking off $16.50 of his taxes from his assessment roll of 1886. Adopted. From Same Committee granting petition of Maggie A Barker for refunding taxes to the amount of $9.00 it being a double assessment and the Clerk directed to draw a warrant in favor of said Maggie A Barker on the General Fund Adopted From same Committee grantign petition of Fred Minick forpayment of services rendered by said Minick a Sepcial olice officers. Granted & Clerk directed to draw a warrant in favor of same for the sum of Thirty Seven & 50/100 ($37.50)dollars on the General Fund.

194 JOURNAL OF THE PROCEEDINGS OF THE May 20 187 From Street Commottee on petition of Geo L Howe et al to grant Otis Preston permission to erect a cigar stand on southwest corner of Washington & South Second Street recommending that the same be granted. Adopted From same Committee recommending that Pike Street be planked from the east side of Front Street to the east side of Sixth Street said planking to be laid on the south side of said street sixteen (16) feet wide; also that one block be planked on the east side of Eighth Street between Pike & Pine Streets. Adopted From same Committee on remonstrance of W H Davis et al against the opening Republican & Natchez Streets rejecting the said remonstrance. adopted. From Same Committee rejecting petition of W H Surber for opening alley through Block 18 Maynard's Plat adopted. From same committee rejecting petition of Jno S Anderson for a wooden drain between James & Jefferson Streets as the committee does not deem it practicable to put a wooden box in between said streets. Adopted. From Judiciary Committee rejecting petition of M V Stewart forthe refunding of $45.18 grade tax. adopted. From Committee on HEalth & Police recommending that the suggestions made by the Health Officer in his quarterly report be adopted. On motionthe report is adopted and the City Surveyor instructed

213 COMMON COUNCIL OF THE CITY OF SEATTLE Jun 17 1887 necessity for opening said half Street until such time as said street is laid out properly and there are more than two signers to the petition. Adopted. From same Committee granting petition of A J Carr and others for grading West Street from Virginia Street to Cedar St Adopted and the surveyor instructed to establish the grade of said street. From same Committee recommending that petitions of Thomas Burke, J F Eshelman & others for grading Madison St laid on the table. On motion the petitions are re-referred to the Committee until next meeting. From same Committee rejecting petition of Wm Potter & others to open Roy and other Streets as the Committee does not deem it necessary to open said streets for the present. Adopted. From the Committee on Public Buildings & Grounds on the matter of a site for a Pest House recommending that a Pest House be built on the property owned by the city on which the Powder House stands, and that plans and specification be prepared for such building adopted. From Same Com. in regard to the Park reporting that they had instructed the Street Commissioner to put the fence around the park in good repair. Adopted From Councilman C F Reitze calling attention of the Council to sidewalks on North side of Washington Street between Commercial Street and the alley between Commercial Street and South Second Street - also on the west side of Commercial Street in front of the Grand Central Hotel asked that the same be condemned and new sidewalks ordered built.

235 COMMON COUNCIL OF THE CITY OF SEATTLE Jul 21 1887 The following proceedings are had, to wit: Petitions etc Rec'd Petition of Puget Sound Improvement Company and others for a sewer in Pike Street. Read and referred to Com. on Sewers. Petition of Trustees of M E Church for permission to use streets immediately fronting their lots on the corner of Third + Marion Streets. Granted with permission to use one half of said streets. Petition of Engine Co. No. 4 for a fire alarm bell, read and referred to Committee on Fire and Water. Petition of Wm Hammond and others asking that the or-dinance prohibiting the use of cow bells within certain limits be extended to Mercer Street; read and on motion tabled. Communication from John W McGee withdrawing owners consent to sell liquor on premises known as the Inde-pendence Saloon on East side of South Second Street and occupied by John Shepich, read and referred to Committee on Revenue and License.

Report and message of the Mayor read and filed. Annual Report of City Atty, read and filed. Applications Referred. H.M. Duncan, Committee Reports Rec'd. From street committee granting petition of A Slorah + others for opening Sixth Street from Lake Street to Broad-way. From Comittee on sewers granting petition of John Kinnear and others for a sewer on Battery Street. the Committee find that the sewer now constructed is not of sufficient depth to allow the surface water to run

279 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 23 1887 call system, read and on motion granted provided the poles are put up under the direction of the Street commissioner. Petition of M McDonald to make certain alterations and repairs to that cetain building standing next to the alley on the north side of Washington Street between Commercial and South Second Streets known as Mc Donald's Exchange, read and motion granted subject to the approval of tehChief of the Fire Department. Petition of August Wolff for the return of certain license money read and referred to the Committee on Licenses and Revenue. Application of Davis & Davis for a liquor license is referred to Com on License and Revenue.. Billd Allowed The following claim against the ciyty having been duly audited and allowed by the Council is ordered paid by warrant drawn as follows: Albro Gardner, Warrant No 1453 on Madison Street Imp. Fund under Ordinance No 839...$169.87 On motion of Councilman Reitze the Street Commissioner is ordered to build a sidewalk 120 feet in length from the East Side of Third Street to the alley on the South Side of Pine Street, and the Clerk directed to withdraw his published call for bids for building said sidewalk. Ordinances An Ordinance is submitted by the Clerk Entitled "A Special Ordinance appropriating money to pay audited bills" which is passed by the following vote: In favor of the same, Frink, Green, Niesz, Russell & Reitze Against the same none.
