537 COMMON COUNCIL OF THE CITY OF SEATTLE Jul 20 1888 Be it remembered that on the 20th day of July A.D. 1888 the Common Council of the City of Seattle met in its Council Chamber pursuant to law. The following officers were to wit: His Hon. T. T. Minor & Councilmen J. Furth, J. M. Frink, Joseph Green, T. W. Lake Robt Moran, U. R. Niesz & C. F. Reitze. Absent R. Russell, whereupon the following proceedings are had, to wit: Petitions etc Petition of J. D. Smith and others praying the Council to grant the application of H. W. Wheeler and his associates for a street railway franchise on Union Street from Second Street to Ninth Street. Read and referred to Street Committee. Petition of the Pacific Seattle Cable Road and Water Company for an extension of the time to commence work on said road. On motion the petition is granted, provided that the petitioner will file in writing with the City Clerk within ten(10) days its written consent that the City retain the $1000.00 now in its possession as a guaranty for the completion of its road within one year from this day, and that work on said road be commenced within sixty (60) days from this date. Remonstrance of Bailey Gatzert and others against granting A. S. Miller and others permission to grade Marion Street between Fourth Street and Fifth Street, read and referred to Street Committee. Petition of Geo. C. Monroe for permission to transfer his liquor license from the Arcade Saloon on Washington Street to the Mint Saloon on Main Street between Commercial Street and South Second Street. Granted. Petition of A. A. Denny and others for the changing of the grade on Second Street. Referred to Street Committee, and

Also on Block 6 Yesters addition between Mill Street and Washington Street, read and referred to the Street Committee with power to act. Petition of J. W. Hunt for permission to make certain repairs to wooden building on South Second Street between Mill & Washington streets. Referred to Committee on Fire and Water with permission to act. Petition of M. Korn to move wooden buildings from Mill Street to near South Second to the Commercial Street wharf. Granted. Remonstrance of Thos Rhodes who against being prohibited from peddling ice cream on the streets without a license. Rejected & ordered that the permit heretofor granted be revoked. Petition of Parker & Orr for permission to use powder in clearing and grading Bluff Street. Referred to Street Committee with power to act. Petition of G. H. Wright for permission to build a bake-oven under the sidewalk No. 117 Columbia Street. Read & referred to Committee on Fire & Water. Reports His Honor, the Mayor returns to Council Ordinance No. 967, entitled "An Ordinance granting a franchise to J. M. Thompson, and his associates for a cable street railway in the City of Seattle" with his objections thereto in wiring as follows, to wit.

569 COMMON COUNCIL OF THE CITY OF SEATTLE AUG 17 1888 Petition of D N Hyde & others for a sidewalk on the south side of Bluff Street from Light Street to Glover Street Read and referred to Street Committee. Petition of L Miller and others for extension of the Street Light Limits, read and referred to Com on St. Lights. Petition of Mill Street property owners to grade Mill St from South Fourth Street west to South Second Street so as to conform to the established grade, read and granted. the work to be done under the direction of the Street Commissioner. Petition of Frank Gumbert and Fred A Johnson for changing liquor license from Gumbert & Clinch to Gumbert & Johnson; read and granted provided a new bond is filed. Petition of Board of School Trustees of District No 1 praying the Council not to grant liquor licenses within two blocks of any school buildings, Granted. Committee Reports Recd' From Committee on Fire & Water granting petition of Geo B Kittinger for permission to raise certain buildings on Washington Street with the restrictions that no basements for occupancy be constructed nor present buildings be changed in form or size. Adopted. From Same Committee rejecting petition of J W Hunt for permission to make certain repairs to building on South Second Street. Adopted. From Same Committee rejecting petition of Peter Durase for permission to erect a boot black stand on Mill Street. Adopted. From Same Committee rejecting petition of R T & J H Rengstorff for permission repair and alter wooden buildings on Lot 5 BLock 6 A A Denny's Addition for the reason that to grant said petitions would be to virtually authorize the construction of new wooden buildings. Adppted. From Committee of Fire & Water rejecting petition of Mrs E Peiser for permission to build a wooden addition to Peisers Art Studio on Second Street and recommending that the building already erected be removed forthwith. Adopted. From Same Committee rejecting petition of R Petkovits for recommending that the luiding already erected by forthwith removed. Adopted.

577 COMMON COUNCIL OF THE CITY OF SEATTLE Aug 17 1888 one (331) mills on each and every dollar of the assessed valuation of all the property included within the assessment district created by ordinance No 933 be and the same hereby is levied onsaid property for the purpose of paying for the improvement of Box Street in the City of Seattle from Depot Street to Harrison Street. Ordered that the matter of Fifth Street bulk-head be referred to the Street Committee in conjunction with the City Surveyor and City Attorney with power to act. On motion of Councilman Niesz ordered that if the property owners along the line of streets which have been ordered graded, give satisfactory evidence to the Council that the warrants issued for the improvements of such street or streets will be taken care of by them at or near par, the council will at once advertise for bids for the iprovementof said street or sts. Ordered that Finance Committee in conjunction with the Chief of the Fire Department examine into the matter and report to the council the advisibility of pruchasing three lots for Fire Department. purposes and location & cost of same. Ordered that the sidewalks on both sides of Washington Street from Commercial Street to South Second Street be condemned and the owners of property directed to build now sidewalks and raise same to the grade. Ordered that Main and Washington Streets be replanked from Commercial Street to Railroad.
