76 Columbia Feb 5th 1894 The town council met at the Town Hall Mayor Hutchinson presiding Roll call and the following council men present - Calder, McKay, Willacy, Groat & Chase The minutes of the last meeting read and approved. The committee appointed to interview Mr Camp in regard to the running of Cars in the town limits made a verbal report and on motion the same was acceppted and the committee discharged. A petition was read praying for the wages of common laborers to be placed to the old rate of 25 cents per hour. the Matter was discussed and on motion the petition was laid on the table indefinitely. Motion made and carried that common laborers be paid at the rate of 25 cents per hour. Ordinance #41 taken up and on motion the same was laid on the table indefinitely. Ordinance #42 regulating the salary of the Marshall, Clerk, and Attorney read and on motion passed by the council and approved by the Mayor. On motion Mr. Hellenthal was given one week more time to report in. Bill from Z C Miles for water pipes and fittings $96.69 read and on motion ordered paid. Bill from Hepler Lumber Co for pipe fittings $ read and on motion ordered places to their credit on water rent. ordered paid. Bill from William Willacy for cash paid for frieght $2.90, Car fare 10 cents, sharpening picks 90 cents total $4.15 read and on motion ordered paid. A compliant from Nettie Wood asking for $5000 damages sustained by a fall on Columbia St read and referred to the City Attorney.

77 Motion made and carried to allow E L Hepler the contract to finish putting in the water pipes on Angeline Street at the rate fo 25 cents per hour for actual time worked. A communication from Mr McKay read protecting against accepting the bondsman of O A Schade as Treasurer, and the motion made to have him furnish new bondsmen was lost. Motion made and carried for the Mayor to appoint a committee to investigate the ownership of the land known as the Park, and councilmen - Groat, McKay, & Calder, appointed on the same and and authorized to [?] Motion made and carried to authorize the City Attorney to investigate the amount due the Town from the County Road fund and to try to collect the same. The oath of office and bond of H H A Hastings as City Attorney and on motion approved and placed on file. The oath of office and bond of B R Shaw as Town Clerk read and on motion approved and ordered placed on file. 78 Columbia Feb 12th 1894 The town council met pursuant to adjournment Mayor Hutchinson presiding Roll call and the following council men present - Willacy, McKay, Groat & Calder The minutes of the last meeting read and corrected and on motion approved. The committee appointed to audit the accounts of the Clerk, Marshall & Treasurer given until next meeting to report in. The health committee report in the complaint made by John Raegan and on motion given until next meeting to report in. The water committee report on work putting in pipes on Angeline Street read and on motion the same was accepted and the committee authorized to remove the old pipes taken upon Angeline Street to the basement of the Town Hall. The committee appointed to investigate the ownership of the park report through Attorneys Peterson and Peters and the same was read and on motionthe committee authorized to employ council to investigate the Title of the Park and to bring suit to secure title if necessary. Ordinance #43, regulating and fixing the price of water supplied by the town read and on motion passed by the council and approval by the Mayor. Ordinance #44 providing for the general fund and water fund of the town read and on motion laid on the table until next meeting. The statement of the water committeee giving the number of hours worked by parties laying pipes on Angeline St read and corrected and laid on the table until next meeting. The report of Joseph Hellenthal as superintendant of water works for the month of January read and on motion laid on the table until next meeting.

80 Columbia Feb 26th 1894 The Town council met pursuant to adjournment Mayor Hutchinson presiding Roll call and the following council men present - Groat, McKay, Willacy & Calder The minutes of the last meeting read and on motion approved as read. The Park committee report in writing and on motion accepted and ordered placed on file. The statement from the County Treasurer of taxes collected during the month of January read, also receipt from Treasurer Schade and on motion ordered placed of file. Communicatin from H H A Hastings in reference to the claim of Nettie Wood against the Town read and on motion ordered placed on file. Also communicationfrom Mr Hastings in reference to the colletion of street grade assessment on Columbia St, read and on motinlaid on the table until next meeting. The Bond and oath of office fo D C Brown read and motion of same accepted and orderd placed on file. Motion made and carried to post [?] the letting the work of finishing the grading of Angeline St until next meeting. Motin made and carried to instruct the City Attorney to draw up new Dog Tax ordinance making the tax $1.00 per dog. 81 Columbia March 5th 1894 The Town council met pursuant to adjournment Mayor Hutchinson presiding Roll call and the following council men present - Willacy, McKay & Groat The minutes of the last meeting read and on motion approved. The committee appointed to audite the books of the Clerk and Treasurer report and on motion the report accepted The report of the water committee on the work done under Joseph Hellenthal on the water works for month of January read and approved and on motion warrants ordered drawnfor the payment of the work done in excess of the water rent and the Treasurers instructed to credit the amount worked out on water rent to the several accounts and to give receipts for the same. Bill from Z C Miles read and on motion laid on the table. Bill from O S Hepler for laying pipes on Angelina St $51.73 read and on motion ordered paid. The report of the City Engineer read and on motion ordered placed on file. Motion made and carried to lay the matter of grading Angelina St on the table until the next meeting. Attorney Peterson's report on the ownership of the Park and on motion it was decided to postpone the park question unitl next meeting. Ordinance #44 known as the dog tax ordinance read and on motion passed by the council and approved by the Mayor. Ordinance # 45 referring to applying of Columbia St improvement warrants as payment of assessment against property fronting on that street read and on motion laid on the table until next meeting.
