121 Columbia Wash Nov 12th 1895 The Town Council met pursuant to call of the Mayor. Special meeting being called for the purposes of electing a Marshal and Clerk having resigned Mayor Pierson presiding present Groat, Calder and Kelso: On motion the appointment of A H Hepler by the Marshal as Deputy in his absence was confirmed and Appointment & Oath of officer placed on file. On motion J A Kelso was appointed as Clerk and Oath of Office Filed. J A Kelso being elected Town Clerk Tendered his resignation as councilman and on Motion was read and accepted: On motion meeting adjourned J A Kelso Clerk Columbia Wash Nov 18th 1895 The Town Council met persuant to call of of considering Platt offered by Mr. Fisher agt of Oregon Trust Co. Mayor Presodong Present Groat Calder andAlmquist: Mr Fisher agt for the Oregon Loan & Trust Co offered Platt for the consideration of the council which was examined and on motion was laid over until the next regular meeting: On motin the City Attorney was instructed to draft an Ordinance for the action of the council pertaining to the new platts and additions: On motion Meeting adjourned J A Kelso Clerk Approved Dec 2d 1895 mayor

122 Columbia Wash Dec 2d 1895 The town Council of the Town of Columbia met in regular meeting: Mayor Peirson presiding Roll called and councilmen Groat Almquist & Chase answered present Absent : Calder Minutes of last meetings read and approved: No Committee Reports: On motion: platt of addition as presented by Mr Fisher was accepted and Mayor & Clerk authorized to sign the same: A motionwas made & 2ded that an Ordinance be drawn and presented at the next meeting providing for the extension of penalty on St Grade assessments be granted to March 1 Ordinance No 60 being introduced at special meeting held on Nov 18th 1895 was taken up on 2d reading and on motion was passed and approved by the Mayor. Bill of the Post Intelligencer Co for Publishing notice of registration the sum of $5.80 read . And on motion warrants ordered drawn on the emergency fund for the same Bill of B B Dearborn printer: for Ballots in the sum of $1.75 was read and on motion warrant on emergency fund was ordered drawn: Application of Transportation Co taken up. and after hearing Mr Hastings regard for the same was by the Mayor referred to the Council to act as a committee of the whole: Matter of collecting of St Grade taxes laid over for business of new Council On motion meeting adjourned J A Kelso Clerk Approved Jan 6th 1896 Mayor

125 Jan 4th 1895 The Town Council of the Town of Columbia Wash. met persuant to adjournment: Roll Called: Present Groat, Calder and Almquist: Absent J D Chase; Minutes of the last meeting read and approved: No Committee Reports: Marshal's Report read and referred to the incoming Finance Committee: The old Council having concluded their work. And D C Brown, C N Groat and A A Hepler being sworn in took their seats as councilmen elect: F A Brown, the other councilman elect not being present: New council being organized provided to dispatch such business as would come before them: Bill of E L Hepler for 1 keg of Nails in the sum of 3 & 25hundredths Dollars. was allowed And on motion warrant ordered on emergency fund: Oaths of Office of D C Brown, C N Groat and A A Hepler read and placed on file: On motion Council proceeded fix the Amt of Annual Compensation for its Officers which was on motion fixed as follows: Salary of Clerk $100.00 per annum Salary of Marshal $50.00 per annum Salary of Attorney $120.00 per annum Warrants to be issued quarterly: On motion Clerk's bond was made $100. On motion Marshal's bond was made $100. On motion Attorney's bond was made $300. On motion Treasurer's bond was made $2500.

133 Columbia Wash June 1st 1896 The Town Council of the Town of Columbia met in regular meeting: Roll Called all councilmen present Attorney and Clerk absent F J Brown appointed clerk pro tem: Minutes of the last meeting read and approved Marshal reported on condition of Water Works and the collections of Water rents Report referred to Water Committee: Ordinance No 64 on grade assessments postponed to next meeting: On motion of C N Groat Seconded by F J Brown that an ordinance be drawn Repealing the Dog Tax Ordinance. Groat, Almquist and F J Brown voting Aye: Hepler and D C Brown voting no: Bill of A H Hepler for 25 cts was allowed and on motion Warrant was ordered on emergency fund to pay the same: Bill for $6.00 by Lowman & Hanford was allowed and warrant ordered on Emergency fund to pay the same: On motion $15.00 was transferred from General Fundto the Emergency Fund: On motion warrants were ordered in payment of Officer's Salaries for Jan Feb and march 1896. Adjournment to meet June 4th at 8 PM Approved June 4th 1896 mayor F J Brown clerk pro tem
