126 On motion: Council proceeded to elected officers for the persuant term of one year. J A Kelso was nominated for the Office of Clerk their being no further nominations he was on motion Elected Clerk by acclimation. J C Huff Ogle and W D Calder were nominated of the Office of Marshal Council proceeded to ballot which resulted in the election of W D Calder who being present declined the office and on motion further action was laid over until next meeting: C P Hutchinson was nominated for the Office of Police Justice. Their being no further nominations he was, on motion, elected Police Justice by acclimation: L E Thompson was nominated for the Office of City Attorney: their being no further nomination he was on motion elected City Attorney by Acclimation: The Mayor made the following appointments for the several committees: Committee on Street and Alleys C N Groat and L Almquist Committee on Water C N Groat and D C Brown Committee on Building and Wharves: L Almquist and A A Hepler On motion Marshal was authorized to buy 5 gal Coal Oil. to be paid out of Emergency Fund; On motion meeting adjourned to meet on first Monday in Feb 1896 at 8 PM Approved Feb 3rd 1896 mayor J A Kelso town clerk

131 Columbia Wash Apr 6th 1896 the Town Council of the Town of Columbia met persuant to adjournment: Mayor Peirson presiding: Roll Called Present C N Groat, D C Brown and F J Brown, absent A A Hepler and L Almquist Minutes of lat meeting read and apporved. O A Schade Treasurer submitted his quarterly Report. Referred to Finance Committee. Attorney Reports progress on collection of Grade assessments and recommend Ordinance remitting penlty on any payments made by July 1st 1896. And on motion same was ordered: Committee on Streets Report no lumber to had for drains without discounting warrants 50 cents on the dollar, and recomend that the work of putting in drains be deferred at present. On motion report was accepted. Committee on Water report Plant in good condition: Bond of C P Hutchinson read and on motion referred to City Attorney Marshal Report $12.00 collected for water in the month of March. leavin $2.00 in arrears: D C Brown suggested an Ordinance be drawn giving Marshal more power to enforce the collection fo Dog Tax, and on motion same was laid over to next meeting: City Attorney Report that Marshal's bond should be signed by wives of surities to comply with previous action fo council. On motion Bond was accepted without signature of surities' wives.

134 Columbia Wash 1896 June 4th The Town Council of the Town of Columbia met persuant to adjournment Mayor Peirson presiding Council present Groat, Almquist and D C Brown Officers present J A Kelso clerk and C P Hutchinson marshal. Minutes of last meeting read and approved: Attorney reports Formal Demand for road tax due Columbia ready to present to County Commissioners: Attorney reports progress of Grade Tax assessments and asks warrant issued in favor of O A Schade to replace money advanced to pay interveaner Fee. in the sum of $2.00: On motion warrant was ordered on Emergency Fund to pay the same: Matter of Ordinances laid over to next meeting: On motion Meeting adjourned to Thursday June 11th at 8 PM Approved June 11th 1896 mayor J A Kelso Clerk

137 Columbia Wash Aug 3d 1/96 The Town Council of the Town of Columbia Wash met persuant to adjournment: Present V R Peirson mayor J A Kelso clerk, C P Hutchinson Marshal D C Brown, C N Groat, A A Hepler, L Almquist and F J Brown Mayor Peirson presiding Minutes of the last meeting read and approved: Communication from County Treasurer Showing $29.42 Collected for Taxes in Month of July, read and ordered placed on file; City Attorney heard in regard to Mayor's rights to vote on Ordinance No 65 passed at last meeting, giving as his opinion that he had no legal right to vote. Therefore said Ordinance was taken up again and on motion Ordinance was passed by a majority vote of the Council and Clerk ordered to report said ordinance. H H G Hasting was heard in regard to Council taking some steps toward cooperation with County Commissioners to open County road along Rainier Beach Rwy and continue the proposed road on Rainier Ave through the limits of the Town. On motion Council voted to favor the same. Report of O A Schade town treasurer read and referred to Finance Committee. Report of C P Hutchinson marshal read and referred to Finance Committee: Report of J A Kelso clerk read and referred to Finance Committee: On motioin Meeting adjourned to meet next regular meeting.
