156 On motion Marshal was instructed to notify S & R B Rwy to repair their water pipes and on their refusal to turn the water off untill same was repaired: On motionMarshal was instructed to make out list of persons owing for back water rent and hves the same at the next meeting. Also amount due from each person: On motion Clekr was authorized to draw a warrant on the Emergency fund not to exceed $5.00 to pay balance due of Lumber & etc for laying walk on Winston Street: Bill of A H Hepler for 5 gal Coal Oil and one Broom in the sum of $1.35 was read and on motion a warrant was ordered on the Emergency Fund to pay the same: Bill of C N Groat for 1 cord of wood for $2.50 was read and on motion warrant was ordered on Emergency Fund Ordinance No 70 An ordinance to regulate the running at large of certain animals during certain hours within the Corporate Limitms of the Town of Columbia and prescribing a penalty and a mode for disposing of such animals: was read and duly considered and on motion was read a 2d time and passed by sections. And On motion the ordinance passed as a whole approved and signed by the mayor. On motion the Attorney was instructed to draft an ordinance creating a license for the keeping of dogs. and report the same at next meeting On motion Attorneys was instructed to require Street Warrant in paymt of Judgements against Grade tax except parts an attorney fees which must be paid in each:

160 Columbia City Wash May 3d 1897 the Town Council of the town of Columbia met in regular session and called to order by Mayor Reeves Cameron, Osgood and Chase responded to roll-call; Brown and Hepler absent. Minutes of last meeting read and approved. Attorneyreported progress in matter of Street Grade Assessments. Finance Commitee not ready to report. Bills filed and referred to Finance Committee. The same were approved by Finance Committee and ordered paid out of Emergency Fund - excepting bill of C R Hepler, he to have receipt for six months water rent in payment for his labor. The matter of A H Hepler proposition to put in water pipe and take water rent in payment for cost of samewas referred to Water Committee with power to act. On motion resolution was passed, to wit: Whereas the Ordinance raising the Marshal's salary from six to ten dollars per month not having gone into effect until the month of April 1897 and it having been understood and intended that he should be given the sum of ten dollars per month as salary from the first day of February 1897 and was so agreed before said Marshal was appointed to said office, therefore be it. Resolved; that the Clerk be and is hereby instructed to draw warrants payable to said marshal C N Groat in the sum of twenty dollars for the months of February and March instead of Twelve dollars.

163 Columbia City Wash June 7th 1897 The Town Council of the Town of Columbia met in regular session, Mayor Reeves in the chair. Roll Call answered to by Cameron and Voland. Brown, Hepler and Osgood absent. On motion an intermission was declared, until 10:30 in as much as no quorum was present. Convened again at 10:30, and roll call answered to be Brown, Cameron and Voland Minutes of last regular meeting read and approved. Committee on Streets and Allys reported the Ziebarth road petition as not warrantable for any present action. Report of exposed water-pipe considered and laid over until next meeting Ordinance regulating irrigation read and after being considered by sections, was passed as a whole. Resolution offered and carried that the office of A A Hepler, councilman be declared vacant, he having been absent for more than three successive meetings without permission. On motion Mr A H Hepler and Mr McGarvin were nominated to fill vacancy. McGarvin elected. Motion was made to to elect a mayor to fill C F Reeves absence, pro tem and Mr D C Brown was chosen for that office Motion was made to purchase lumber for repairing sidewalks, same to be paid for out of Emergency fund. Carried. Matter of disinfecting closets, brought up and referrd to the Board of Health with instructions to form certain rules for same. On motion meeting adjourned. 181 read by the Council on connection with the motion for above notice to be served upon the manager of said Ry Company. Bill of A H Hepler, H E Varing and the Street Committee for work and material used in Street Repairs accepted and warrants ordered drawn on the Current Expense Fund for the amounts $.65c, $8.68, and $13.00 respectively Their meeting adjourned by regular motion. 182 Columbai Wash May 14th 1898 The Town Council of the Town of Columbia met in extra session for the purpose of consultation with Mr F H Osgood, manager of the Rainier Ave Electric Ry Co over the matter of franchise for operating said Railway within the platted limits of the Town of Columbia. An agreeable understanding was apparently arrive at and meeting adjourned to convene agains on thrusday evening May 19th for final terms with regrd to said franchise. Council met again on thursday evening May 19th Roll Call arswered by Campbell, Osgood, Cameron and Hepler. Petition of A H Hepler for a two inch pipe from water main to the sidewalk of property for fire protection read and referred to the water committee. Communication of Mrs. M B Andrews with reference to her water tax read and referred to the water Committee with instruction to report at next regular meeting. Petition for a public telephone read and the matter referred to Mr. F H Osgood to be laid before the manager of the Telephone Company Railway franchise matter was then taken up and a committee of the Council was appointed to confer with the City Attorney and Mr F H Osgood and to draw up an ordinance for such a franchise to be submitted to the Council at next regular meeting for consideration. Messrs Cameron, Lawrence and Campbell were appointed bythe Mayor for this committee. By regular motion meeting adjourned. C S Chase clerk
