104 Columbia Feby 9, 1895 Town Council met persuant to adjournment. Mayor Pierson presiding Roll call and the following councilen present. Groat, McKay & Almquist The Reading of the minutes of the last meeting postponed until next meeting Mayor Pierson reported the return of a warrant issued to Fred H Peterson for$100.00 and the same was turned over to the Clerk and ordered marked void. Councilman McKay reported that he had seen the officers of the Columbia Athletic Club and that they have promised to take proper care of the Town Hall and contents, The City Attorney reported on the standing of the surities on the bonds of the Treasurer, and Marshal, Police Justice, Attorney and Clerk and on motion the Committee givenfurther time to make final report. The bonds of the Attorney read and on motion laid on the table until next meeting The Auditing Committee granted extension of time to make their report. On motion the committee on Public Buildings & Wharves; instructed to secure lamps and stoves for the Town Hall. The I O G P having given notice that they should remove theirs. On motion the committee on Health is charged and a committee consisting of Councilmen Groat, Calder and Chase appointed called the Board of Helath. On motion councilman McKay granted three months leaf of absence. On motion Marshal Huff ordered to take his office Motionmade and carried to adjourn to next Friday Feby 15 at 7:30 P M at the Town Hall B R Shaw townclerk Approved Feb 15th V R Peirson

111 Columbia June 10th 1895 The Town Council met pursuant to adjournment. Mayor Pierson presiding Roll Call and the following councilmen present Groat Calder Almquist and Chase The minutes of the last meeting read and onmotionapproved The Ballot taken to appoint a new councilman to fill the place of councilman McKay resulted in the selection of J A Kelso and C P Hutchinson was selected as Police Judge in the place of C R Hepler who failed to qualify [this line crossed out] The following bills read and on [this line crossed out] motion warrnats ordered drawn for the same Bill from J E Hepler for 1 day work $2.00 read and on motion warrant ordered drawn for payment. Ordinance #52 fixing the charges of the use of water read and on motion passes by the council and approved by the Mayor Ordinance #53 enacting an emergency fund passed by the council and approved by the Mayor Motion made and earned to transfer $25.00 from the General Fund to the Emergency Fund. Bill from J C Hull for $1.75 work putting in water pipe read and on motion warrent ordered drawn for payment same Also Bill from J E Hepler and Thad Osgood for $1.50 each ordered paid. On motion the Marshal instructed to purchase 10# of nails to repair sidewalk. Motion made and carried to allow the people living on the West of Winston St the use of the water for irrigation of Mondays Wednesday & Friday and the people living on the East of Winston St on Tuesday Thursday & Saturday and that the Marshal be instructed to notify the parties that unless they comply with the request the water will be shut off. Motion made and carried to allow the Atorney Thompson to appoint M McCurley as the Depty during his absence. Motion made and carried to adjourn to meet first Monday in July B R Shaw Clerk

112 Columbia June 22nd 1895 Town Council met pursuant to a call from the Mayor for the purpose of forming a board of Health and transacting any other business that may legaly come before it Mayor Pierson presiding. Roll Call and the following councilman present Calder Groat & Chase the oathof office of councilman elect J A Kelso read and orderd places on file and M Kelso being present was requested to take his seat. Acting Attorney McCurley read the law in regard to forming a board of health and on motion it was decided to form such a board at once. and J A Kelso was nominated and elected as such chairman and C N Groat nominated and elected as Clerk of such Board. Motion made and carried to instruct the Attorney to draw up an ordinance for the installing the Board of Health Motion made and caarried to adjourn to meet Monday July 1st at 8 o'clock PM V R Peirson Mayor B R Shaw Town Clerk

117 Columbia Oct 14th 1895 The Town Council of the Town of Columbia met by Special Call of the Mayor to consider certain Ordinance relating to opening Streets and Alleys. And regulating the erection and maintainance of dangerous and unsafe buildings. Also to consider Platt as introduced by Mr Fisher and to take action in regard to Street Grade Assessments; The meeting was called to order and presided over by the mayor, councilman present Groat, Almquist and Kelso Absent Calder and Chase Minutes of last meeting read and approved Communication from C P Sanders claiming road running south to Wetmores Place in bad condition, referred to St Committee: Communication from H H A Hastings accompanied by ordinance asking a Franchise to build Wharf at Lake and Grade Street leading from Same laid over until next regular meeting: Ordinance No 56 relating to obstructing Streets and Alley read 2nd time and on motion was carried Ordinance No 57 regulating the erection and Maintenance of Dangerous and Unsafe Buildings: was read 2d time and onmotion was carried Ordinance No 58 Introduced by City Attorney regulating the paying of Warrants laid until next regular meeting: On motion: resolution for Wife to join Husbands as sureties: be repealed as to Police Justice: City Attorney was, on motion instructed to prepare notice to be served by the Marshal on owners of unsafe building adjoining alley and situated on Lot - Block Platt offered by Mr Fisher at previous meetin was taken up and carefully considered and on motion was rejected as platted but willing to accept the platt if changed so as to continue Renton Ave to connect with Winston St and that Renton Ave

118 take the name of Winston St The Mayor and J A Kelso appointed a committee to confer and act with the City Attorney and proceed the collect Grade Taxes from property abutting on Columbus and Angeline Sts; Communication from Nathan Beman County Auditor encolsing certificate of the assessed valuation of property situated withinthe limits of the Town of Columbia as Follows Real Estate $114,135 Personal Property 2,970 Total $117,105 Council proceeded forthwith to fix and determine their levy for Municipal purposes for the year 1895 and 1896 On motion a levy of one per cent was made and City Attorney instructed to draft an ordinance and present the same at our next regular meeting The mayor Appointed the Standing Committee as follows: Committee on Buildings and Wharves, Groat and Kelso Committee on Water Calder and Kelso Committee on finance Kelso Chase & Almquist Marshal instructed to procure one cord of wood for use of the Town Hall On motion Meeting adjourned to next regular meeints on the First Monday evening in November 11/95 J A Kelso Town Clerk pro tem Approved Nov 4th 1895 Mayor
