66 Columbia Dec 4th 1893 Town Council met pursuant to adjournment, Mayor Hutchinson Presiding. Roll call and the following councilmen present, Voland,Willacy & Schade The minutes of the last meeting read and on motion approved. On motion the Treasurer was ordered to make out the bills for water rent due and unpaid and send the same to the consumer. The residents on Columbus,Angeline and Americus St at half rates. on motion it was decided to give F E Scott the contractor on Angeline St one month more time to complete his contract subject to the consent of his Bondsman. Motionmade and carried to widenthe cross work on Winston andAngeline St from 4ft to 6 ft at an additional cost of one cent per lineal foot. Motion made and carried to give Mr.Hughston the contract of erecting the guard rail on Angeline St at 3 cents per lineal foot. Motion made and carried to allow the residents living in Angeline St to build a 4 ft walk across the street in front of Mr. Hastings' house. The report on the number of feet of sidewalk completed onAngeline St read and on motion the clerk instructed to draw warrants for the amount due the contrators. On motion F M Woodruff was appointed Inspector of the Election to be held Dec 5th in place of Louis Almquist resigned. On motion the clerk was instructed to draw a warrant in favor of Joseph Hellethal for the amount due him on the Columbus St sidewalk contract the same to be drawn on the Columbus St fund. 67 Columbia Dec 11th 1893 Town Council met pursuant to adjournment, Mayor Hutchinson Presiding. Roll call and the following councilmen present, Voland,Willacy & Schade The minutes of the last meeting read and on motion approved. The council proceeded to canvass the returnes of the anual election held onthe 5th day of Dec. for the purpose of electing 3 three councilmen to serve for two years and two councilmen tofill the unexpered term of Joseph Hellenthal and Fred Bond ending on the second Tuesday of January 1895. And for the following special propositions:- Shall the Town of Columbia for municipal purposes borrow six thousand dollars $6000 and issue its negotiable bonds there for and in favor if the proposition as set fourth and detained in Section 1 of this Ordinance #39 of said town. That the Town of Columbia ratify the purchase of the water works of the Town of columbia made pursuant #24 from Columbia Home Company and expenditures and additions hereto fore made thereto and to make certain other additions therefor the said water works now controlled by said town for the purpose of supplying water to the inhabitants of the Town of Columbia at the total estimated cost as set fourth on said section of said ordinance of Four Thousand Dollars ($4000) and for the purpose of providing for the epxpenditures therefor said town borrow money ad contract indebtedness therefore by the issuance and sale of bonds of said town in the sum of four thousand Dollars ($4000) The council having canvassed saie election returns do find said electio to be as follows - viz: For councilmen for the term of two years, William Willacy50 D W Calder 46 J D Chase 48 E Voland 1

93 Columbia Sept 11th 1894 Town Council met pursuant to adjournment Mayor Hutchinson presiding Roll call and the following Councilmen present - Groat, Chase, McKay & Voland The minutes of the last meeting read and on motion approved. The question of putting in sewer on Rainier discussed and on motion it was decided to have the Engineer draw plans and give an estimate of the cost of the sewer and to report here Monday Sept 18th 1894. Columbia Sept 17th 1894 Town Council met pursuant to adjournment Mayor Hutchinson presiding Roll call and the following councilmen present McKay, Calder, Chase & Groat The minutes of the last meeting were read and on motion approved. The engineers report on the proposed sewer on Rainier Ave read and on motion accepted and placed in file. The motion to advertise for bids for the proposed sewer has lost. Motion made and carried to lay the sewer question on the table until next meeting. 94 Columbia Oct 1st 1894 Town Council met pursuant to adjournment Mayor Hutchinson presiding Roll call : following Councilmen present Groat, Voland & Chase, The minutes of the last meeting read and on motion approved. The clerk quarterly report read and on motion accepted and ordered placed of file. The following Bills read: Bills from Hepler Lumber Co for lumber $.76 Bill from E L Hepler for work on proposed sewer on Rainier Ave $.63 Bill from C L Woodman for engineer work $5.00 and on motion warrants ordered drawn for payment of same. Motion made and carried that warrants be drawn to pay the Clerk, Marshal, & Attorney their Quarterly Salary. Motionmade and carried to allow Mr. Hellenthal to build a drain on Rainier Ave from the North side of Columbus St to the South side of Ferdinand St Motionmade and carried to "lay the questionn of building the sewer on Rainier Ave " on the table until next Monday evening Oct 8th. Motion made and carried toadjourne to meet Monday Oct 8th at 8 o'clock pm Approve Nov 5th 1894 B R Shaw Town Clerk C P Hutchinson mayor

Ordinance #51 providing for the tax levy for the Town of Columbia for the years of 1894 read and on motion passed by the council and approved by the Mayor. Communication from Fred H Peterson read and on motion placed onfile. On motion the following man was appointed as officer of the election to be held on Dec 4th, Thad Osgood and W R Hadlock as judges Joseph Hellenthal as Inspection and J C Huff and A H Hepler as clerks.
