My dear Mr. Tumulty:
In regard to the attached letters from Mr. Ivan I. Narodny, I think you could write him that the President read his letters with a great deal of interest, but he could not, of course, take the liberty of sanctioning the visit of Russians to their own country, as it might be considered an intrusion in their domestic affairs and might be resented.

Encloses letter from Secretary of State concerning the arrival of Vice Admiral KOLTCHAK of the Russian Navy who is heading the special mission to the United States. In view of the entertainment given our special diplomatic mission to Russia, Secretary Daniels asks that $10,000 be alloted for the entertainment of the Admiral and the members of his suite--see 21
