April 23. 1917.

States that Professor Bliss Perry of Harvard, a friend of Commission W. M. Daniels, has received from Prof. Ernest Hocking, of Harvard, a message in which he says that Professor Alexander Petrunkowitch, of Vale, son of the leader of the Constitutional republicans of Russia, has an important idea for Russian Commission which should go personally to the President and asks that an interview be arranged.

Submits the above information at the suggestion of Commissioner Daniels.
