My dear Friend:
Thank you very warmly for your letter of April fifteenth. It brings a fresh air of cheer and encouragement which is very gladdening to me.
Unfortunately, we have no "troops" which we can land at Vladivostok, and the whole state of sentiment in Russia is so confused and even problematical that I have found nothing more difficult than determining what course would be the best to pursue.
