The Honorable The Secretary of State, Washington.

Sir: I have the honor to report that a Russian Legion has recently been formed in France from the Russian troops who had formerly been fighting on the French front but which the events in Russis of the second part of last year had rendered necessary to withdraw from the line of battle. This Legion, at the time of going into an attack on April 10. 1916, wrote an address to President Wilson, of which Mr. Darius Aton Davis, of the Young men Christian Association, brought a translation to the Embassy. which the said translation is enclosed, sentiments of gatitude are expressed for the moral support gven to the sane elements of the younger Republic in the President’'s message to the Russian people. at the same time as a determination to fight until the victory of the Allies is achieved.
