The Presidents:

even attempted to redeem the promise granting autonomy to Poland given at the beginning of this war by the commander-in-chief. It was not the enemy but Russian troops who in a senseless way destroyed entire districts, plundered and fired the Polish country. It is the Russian goverment who drove a great portion of the population away into the interior of Russia there now a million and a half are left to misery and ruin. We Jews of Russia have been enslaved like no other people on the face of this earth. We are deliberately exposed to mental and physical dread. We are largely forbidden by law to attend schools and universities. Crowded together in special appointed districts we have been exposed by the goverment to ever increasing poverty and misery; from time to tine, and infuriated mob was let loose on us whose bestial instincts found an outlet in many bloody programs. During the war hundreds and thousands of us have been driven away from our homes and many thousands have died in distress; our homes have been plundered and daily more and more Jews are perishing in nameless misery. We Oukrainians have been deprived of our granted autonomy. The independence of our church has been destroyed. Even the language of such an highly educated people of 30 millions has been banished from public life and schools. At the beginning of the war all educational societies were dissolved and the press entirely suppressed. During the occupation of Galicia and the Bukowina the ill-will of the Russian government towards our people found an undisguised expression in the persecution of every form Oukranian national life a large mmber of Prominent patriots were arrested and a sever Russinization was systematically carried out. The President:

Russian Goverment did not blush to declare itself the liberator of Galicia. We Russian Muslems, about 25 millions in number, complain of the oppression we have been submitted to. We are prevented by unlawful methods to exercise our faith; we have been continually wronged in our political rights. Our land has been taken anay from us without compensation and has been handed over to favorites of the Russian Government; the development of our culture has been prevented and every attempt at progress illegally oppressed. During the war justice has ceased to exist. We are suffering from persecution and i11-treatment. We Georgians, the greatest people of the Caucassus, once made free treaties with Russian goverment. They all have been broken. Our dynasty, the indepence of our churches, all our national institutions have been abolished. The lands of our free peasants were confiscated to make place for Russian peasants. In the years 1905-1906 our country was shamefully devastated; women, even nuns, have been violated by Russian soldiers. At the outbreak of the war the best amongst our people were exiled. Our provinces of Adjara entirely ruined; nore than 50,000 people were driven away; starving, naked,wretched and doomed, Puin. Thus Russia outrages her own subjects; Russia has Suppressed every form of independence; Russia has poisoned the individual life of many nations. Law and honor have been replaced by immorality and corruption. Creeds not recognized as Orthodox and free spiritual development have been suppressed and the inteelectual standard of the population has been systemati-cally lowered, Even now, whilst our brethren are laying down their lives for

The President:

Russia (only the Finlanders are excluded); even now the Russian government has let loose their officials, allowing them to practice their cruel instincts of destruction on our homesteads and property. We do not complain of devastations caused by war operations, but we complain of senseless destruction, The result of a mere desire to rob and murder instigated by the higher orders. We do complain of mean suspicions directed against Russia's own subjects; of their being driven away into starvation, misery and death. We do complain of the Unnecessary sickness and death of which many thousands of innocent women, children and old people have been made victims. We have not forgotten that millions of our Kinsmen are still in Russian hands. We know that their tongues have been sealed, or that they are silently suffering in utter distress. We know, too, the old practise of the Russian Government of revenging itself on the innocent relatives when it cannot lay hands on those who speak the truth. To-day we can do nothing for our people. May God help them, but we know, too, that not one amongst our people would every trust Russia's word again. We know that neither we nor our descendants will ever forget the martyrdom suffered by the present generation. Russia has wronged, enslaved and neglected the nations entrusted to her care. She has abused her military pover. Thanks to our helplessness she has martyred her own subjects and destroyed their welfare for Generations to come. Thus, Russia herself, has cast us off, and Russia will unflinchingly continue her efforts until she reaches her ultimate aim. Russinization, annihilation of her subject nations, Therefore, we appeal: help

November 16, 1916.

My dear Mr. Tumulty: The Russian Embassy has brought to my attention the fact that Mr. Martin Itchas, Member of the Russian Douma, and President of the Central Lithuanian Committee, has expressed a desire to convey to the President the thanks of the Lithuanian Committee for his action in proclaiming the first day of November as a day on which money might be contributed especially for the relief of the Lithuanian People. The Embassy, however, realizing that the President’s time is very much taken up just now does not make an official request for an audience for Mr. Itchas, but I venture to bring the matter to your attention so that, if the President desires to receive Mr. Itchas, he will kindly let me know the day and hour so that I may advise the Russian Embassy.
